Federal Sustainable Development Act  Mr. Speaker, I rise to speak to Bill S-216. I will not spend much time talking about the value of granting this change to the law as it would simply make mandatory a practice that already occurs. I am advised by the Commissioner of the Environment and Sustainable Development that, as a matter of course, when he delivers his report to the House of Commons he also delivers it to the Senate.

Ending Conditional Sentences for Property and Other Serious Crimes Act  Mr. Speaker, I understand the hon. member for Edmonton—St. Albert has also served as defence counsel, so he would be aware that there are many occasions when he would be representing people in court who have run into unfortunate circumstances. They could come from a very underprivileged family or be a child who was abused and is living on the street.

Bill C-311--Climate Change Accountability Act  Madam Speaker, I would like to commend the member for his very thoughtful and very informed speech on Bill C-311. He is to be commended for the hard work he has done on the issue of climate change for the entire time he has been in office in this House, and I thank him. I would like to ask the member if he could elaborate on the issue that the Conservatives keep raising, that we should be moving in sync on policy with our trading partners.

Bill C-311--Climate Change Accountability Act  Mr. Speaker, clearly the member's comments are very heartfelt and it is a difficult speech to make today. Indeed, the fate of the earth is before the House today. The NDP brought forward this motion in good faith. We are recommending that the committee have the power to divide out the simple decision of setting the targets.

Economic Recovery Act (stimulus)  Mr. Speaker, the member states that he will vote against this bill and yet he voted for the budget. In the city of Edmonton right now and in the surrounding area, the farmers are suffering severe drought conditions. The government has refused to act expeditiously on climate change.

The Environment  Mr. Speaker, the government committed, under the U.S.-Canada clean energy dialogue, to listen to Canadians on proposed clean energy initiatives. The NAFTA environmental side agreement also commits Canada to notify and consult anyone concerned about proposed environmental laws or policies.

Petitions  Mr. Speaker, the next two petitions are on the subject of post offices. The petitioners come from Edmonton, St. Albert and Sherwood Park in Alberta. They state that post offices play a key role in healthy communities and businesses. They call upon the Government of Canada to maintain the moratorium on post office closures and to withdraw the legislation to legalize remailers.

Petitions  Mr. Speaker, it is with pleasure that I table three petitions today in the House. The first petition is from people in Norman's Cove, Newfoundland, Indian Head, Saskatchewan, Montreal, Ottawa, Vancouver, Halifax, Chilliwack, Nanaimo, Scarborough and London to name only a few.

Canada-Colombia Free Trade Agreement Implementation Act  Mr. Speaker, the Liberals and Conservatives have criticized the NDP, saying that we are against any free trade deal. The questions we are raising are these. What about this deal? What about the commitments, supposedly by the Liberals and the Conservatives, to the rights of workers and the environment being part of economic development?

Canada-Colombia Free Trade Agreement Implementation Act  Mr. Speaker, I listened with great interest and appreciated the comments by the hon. member. She said the reason we should support this agreement is because it will further dialogue. I am waiting to hear from Liberal representatives and Conservative members who agreed to the North American agreement, which included the side agreements on the environment and provided for an independent forum, a council headed by the environment ministers of the countries, a secretariat that provided for an independent entity that will actually work with them and provide that genuine opportunity for dialogue on environmental matters that relate to human rights in that country.

Canada-Colombia Free Trade Agreement Implementation Act  Madam Speaker, I have spoken clearly. I have worked for 35 years with organizations that represent indigenous peoples. I have worked with public interest environmental legal organizations in South America. They are asking for exactly what I am asking. It is not a question of whether there should be fair trade between countries.

Canada-Colombia Free Trade Agreement Implementation Act  Madam Speaker, actually that was one thing I immediately looked to the agreement, whether the provinces would be bound. I am proud to say my province was the first one to step up to the plate to sign on to the NAFTA side agreement on environment. I do not know what the position of the Alberta government is.

Canada-Colombia Free Trade Agreement Implementation Act  Madam Speaker, the hon. member mentioned that the side agreements will ensure the highest level in environmental standards for Colombia and Canada if we sign this agreement. Could he please advise the House what penalties could be imposed if Colombia or Canada does not meet the highest level in environmental standards?

Canada-Colombia Free Trade Agreement Implementation Act  Madam Speaker, I rise in the House to speak against this agreement. Having spent 35 years as an environmental professional, I feel it is my obligation to speak against it for the specific reason that our trade agreements in this country have regressed over the last 20 years. Almost 20 years ago, we entered into the North American free trade agreement.
