Committees Of The House  After some seven years of declining after tax real income per capita in Canada, a personal tax decrease could at least begin the process of restoring domestic purchasing power in the economy. The Canadian Federation of Independent Business told us that “One very important priority which is the cornerstone to building a better life for Canadians is meaningful job creation”. The CFIB said it and we have said it too.

Division No. 49  Consider for example small and medium size businesses. Last Wednesday, the Canadian Federation of Independent Business released the results of a survey of its members. According to this survey, the postal strike was costing an average of $240 a day because of higher delivery costs, lost sales and late payments.

Postal Services Continuation Act, 1997  It is nice to know that the Speaker is on the ball here. Let us talk about the costs of this strike. According to the Canadian Federation of Independent Business the postal strike has cost Canadian small and medium size businesses $200 million a day or a total of $2.4 billion as of December 1. I would say that is a very conservative figure.

Postal Services Continuation Act, 1997  Small and medium size businesses, according to a survey carried out last week by the Canadian Federation of Independent Business, are losing $200 million every day of this strike. Everybody agrees that these companies are engines of our economy. They create opportunity for millions of Canadians, yet this strike has already cost $2 billion.

Postal Services Continuation Act, 1997  For those who work in mail sensitive industries and who have either lost business or their jobs, the effect has been devastating. Last Wednesday the Canadian Federation of Independent Business released a survey of its membership which showed that 96% of small and medium size businesses were adversely affected by the interruption of the postal service. Using conservative assumptions, the CFIB estimated that business losses are totalling more than $200 million per day.

Postal Services Continuation Act, 1997  On that, there is quite a bit of action from the union leadership chastising organizations like to the Canadian Direct Marketing Association, the Canadian Federation of Independent Business. Those organizations are acting on behalf of their membership in a proper manner. Is the CUPW leadership suggesting that these people should not be allowed to speak out about the harm that this is doing to their members?

Canada Post  Mr. Speaker, Catherine Swift of the Canadian Federation of Independent Business is calling for a permanent end to the problems at Canada Post, and we agree. Either end Canada Post's monopoly on first class mail and open it up to competition or, if it is to remain a public monopoly, replace strikes and lockouts with binding arbitration.

Canada Post  In fact, the government has no long term business strategy for the future of the crown corporation. The Canadian Federation of Independent Business reports that small and medium size businesses are losing $200 million a day while this government drags its feet about ending the strike. Does the minister have any idea what he is going to do about Canada Post and if so, when?

Canada Pension Plan Investment Board Act  We believe that premiums have to be increased in order to save the Canada pension plan and make it viable. Canadians want the Canada pension plan. The Canadian Federation of Independent Business is possibly one of the most democratic business organizations in the country. It polled 88,000 of its members. They said unequivocally and categorically that the Canada pension plan is part of the small business owner's plan for retirement.

National Revenue  Mr. Speaker, the Canadian Federation of Independent Business has characterized as heavy handed and inflexible Revenue Canada's announcement that even without postal service Canadians still have to make their payments on time.

Canadian Wheat Board Act  Speaker, because of time constraints I have 12 groups of people listed here; Western Canadian Wheat Growers Association, Winnipeg Commodity Exchange, Canadian Oilseed Processors Association, Alberta Canola Producers, Saskatchewan Canola Growers Association, Canadian Federation of Independent Business, Western Barley Growers Association, Alberta Winter Wheat Producers Commission, Oat Producers Association of Alberta, Flax Growers Western Canada, Manitoba Canola Growers Association and Canadian Canola Growers Association all are vigorously opposed to the inclusion.

Trade  This bill would force the government to complete the agreement in areas where it has the consent of the majority of provinces, including at least 50% of the population. The bill is supported by the President of the Canadian Federation of Independent Business, the President of the B.C. Chamber of Commerce and a list of others. This afternoon we will see whether this government has any interest at all in completing the agreement which would do so much for Canadians.

Canadian Wheat Board Act  The Oat Producers Association of Alberta, the Alberta Winter Wheat Producers Commission, the Canadian Federation of Independent Business and its members polled do not support this inclusion clause. The Saskatchewan Canola Growers, the Alberta Canola Producers, the Canadian Oilseed Processors Association, the Winnipeg Commodity Exchange and the Western Canadian Wheat Growers, being one of the larger associations with a completely voluntary membership, which has with it a pretty hefty membership fee—

Canadian Wheat Board Act  Again, we see rugged individualists at work here far more in common with the Winnipeg Commodity Exchange and the Canadian Federation of Independent Business and the National Citizens' Coalition than with grain farmers. We think it is a simplistic solution to say that we do not want the inclusion clause, therefore we will take out the exclusion clause as well and we will all live happily ever after.
