Foreign Affairs  Mr. Speaker, my question is for the Minister of Foreign Affairs. Yesterday, the minister made light of an unacceptable, insidious and inflammatory statement made by an employee of the Canadian embassy in Japan, namely the academic relations officer. This employee accused Hydro-Quebec, on the basis of an ad that this provincial Crown Corporation had nothing to do with, of fuelling racial tensions between Quebecers and the Mohawks.

This time, the incorrigible minister is telling us what he thinks about labour force training: he is offering the provinces half a loaf and suggesting that the other half will be negotiated later.

Canadian Charter Of Rights And Freedoms  Mr. Speaker, on May 5, in a question directed to the Minister for International Trade, I asked him, substantially, whether he intended to resist U.S. pressure on Canada to refrain from imposing tariffs on farm products subject to quotas, including poultry, eggs and milk. I wanted to know whether the government was prepared to strike a deal with the United States by taking a conciliatory stand on the issue of customs tariffs on farm products subject to quota, thus facilitating the entry of Canadian durham wheat and barley on the U.S. market.

1992 Referendum  Mr. Speaker, Bloc Quebecois members were relieved to learn last night that the federal government had finally agreed to compensate the Government of Quebec for its 1992 referendum expenses. We have lost track of the number of questions the Official Opposition asked since January as to whether the present Prime Minister intended to keep the promise made by his predecessor.

Lumber Industry  Mr. Speaker, we would like this government to assume its responsibilities towards the timber producers. Can the government assure this House that it will take all the steps required in order to solve this problem before the end of the current year? The minister seems to forget that almost a billion dollars are at stake here.

Lumber Industry  Mr. Speaker, while Canada has won all the binational panel reviews on the matter, the American government is now considering the possibility of paying back the 800 million dollars it owes to timber producers in Canada and Quebec. United States politicians and businessmen are furious against Canada and the very integrity of the Free Trade Agreement is threatened.

Haiti  Mr. Speaker, my question is for the Minister of Foreign Affairs. We learned with relief yesterday that an agreement had been reached between Washington and the military junta in Haiti that allowed the peaceful landing of a multinational force to restore democracy in the country and thus enable the democratically elected president, Father Jean-Bertrand Aristide, to return.

Trade  Mr. Speaker, we have heard such hollow answers throughout the session. Nevertheless, I want to put a supplementary to the Minister for International Trade. How does the minister explain the government's inability so far to put an end to the harassment and threats which Americans subject our producers in the dairy, poultry, softwood lumber, uranium, wheat and other sectors?

Trade  Mr. Speaker, we are forced to recognize that since the Liberals took office, Canada's economic interests have been bumped around like never before by our number one trading partner, the United States. Quebecers and Canadians are hurt by this unacceptable and irrespectful American attitude towards the principles regulating free trade.

North Korea  Mr. Speaker, it was a relief and very satisfying to hear the encouraging news brought back by former U.S. president Jimmy Carter from his trip to the Korean peninsula. It seems that his efforts to defuse the situation created by the nuclear crisis involving North Korea were successful, since Pyongyang has agreed to freeze its nuclear program and will allow international inspectors to enter the country.

It was made up by the people working on Hansard , I think, or by the private members' business office, who interpreted the motion to have this meaning.

National Patriots' Day  Madam Speaker, I rise on a point of order. I bring to your attention citation 459 in Beauchesne's parliamentary Rules concerning the relevance of the arguments brought forward by my colleague from Pontiac-Gatineau-Labelle. Obviously, my colleague has completely misread the motion before this House since the reference to Quebec's National Patriots' Day serves only to indicate that the government of Quebec has already formally recognized the historical contribution of the Patriotes and the Reformers to the establishment of responsible government in Canada and in Quebec.
