Summit Of The Americas  Mr. Speaker, I could not help but notice that the hon. member from Alberta, who I have a great respect for, mentioned the Mexican economy and the uplifting of that economy because of free trade. The reality is that post-NAFTA in Mexico free trade has created one new billionaire and 100 new millionaires, but the average Mexican income since NAFTA has declined.

Summit Of The Americas  Yes, anarchists. How dare they, a Conservative premier of Nova Scotia and a self-professed Liberal mayor of Halifax, support working people in the country? Guess who else was there? Lo and behold, yours truly. Imagine that. We had a Conservative, a Liberal and a New Democrat standing together outside the plant to listen to speeches in support of the workers and to support their quest for fair compensation for the years of service they had dedicated to Volvo.

Summit Of The Americas  Mr. Speaker, I commend the hon. member for her remarks and her very clear enthusiasm for this upcoming summit. It is interesting to note that that same enthusiasm for trade issues and the vigour with which Liberals are promoting this particular summit is the type of vigour that we saw in opposition to free trade not that many years ago.

Supply  Madam Speaker, I thank my friend for the question. It is something that I quite frankly had not contemplated because I do not see the drug trade as being directly related to free trade, although there are certainly implications whenever a country such as ours, which does so much trade with the United States, takes a radically different policy position.

Speech From The Throne  Mr. Speaker, I begin on a congratulatory note. I extend my congratulations to all previous speakers and leaders. I also extend congratulations on behalf of the party to the new governor general, Madam Adrienne Clarkson, and offer our best wishes to the outgoing governor general, Mr.

Main Estimates, 2002-03  Madam Speaker, we are here today to talk about government spending, ethical standards and whether in light of its behaviour the government is within its rights to stand before Canadians and make a request to spend more money, responsibly one would hope, on their behalf. We have registered our opposition to the estimates for the privy council and the Prime Minister's operations to draw the attention of Canadians to the Prime Minister's failure to provide a basic level of good government.

Housing Bill of Rights  Some provinces are sidling around the agreement and doing a bit of a shuffle game. They are robbing Peter to pay Paul. There are serious flaws with the agreement the government signed with the provinces and territories last November. The agreement outlines that over a five year period $680 million should be committed at the federal end to housing.

Supply  Liberal members are rewarded, actually, as I am reminded. Mr. Gagliano, who was embroiled in this entire affair, was the previous minister of public works. What happened when the allegations emerged? The usual denials, distractions and accusations were thrown at the accusers, but he is dispatched to Denmark as a reward.

Foreign Publishers Advertising Services Act  By fast tracking Bill C-55 the government is sending a strong message to the United States that it is ready to risk a real trade war. Will the third reading have any effect on today's negotiations to avoid a trade war? I hope the government knows what it is getting into. Peter Foster in the March 10 edition of the Financial Post gave a very accurate account of what is currently happening.

Supply  Mr. Speaker, I have listened with interest to the rather fiery, freewheeling and somewhat frivolous rhetoric coming from the hon. member. We had seen a lot of this mean-spirited, mealy-mouthed attack throughout the debate but I have yet to hear anything productive from the hon. member.

Supply  The hon. member says that more people are working. Yes, more people are working because of free trade, a policy which the Liberals adamantly campaigned against. Members may remember the duplicitous flip-flop of the Prime Minister. He was going to rip it up along with the GST, another monumental olympian backflip done by the Prime Minister.

Ethics  Mr. Speaker, the government has given us: broken promises; red book reversals; GST and free trade; the ethics counsellor; the Somalia shutdown; APEC; homeless friends; the rewarding of friends; the strangling of protestors and parliament; patronage; nepotism; Gagliano; Liberal fundraising scandals; contract cancellations; Pearson airport; helicopters; waste; AG ignored; billion dollar boondoggles; jazzy jets; convicted Liberal fundraisers; shady Shawinigan golf course deals; BDC interference; disdain for ethics, due process and accountability.

Code of Ethics for Ministers Act  Mr. Speaker, I am also very pleased to have the opportunity to take part in this debate. I want to congratulate my colleague from the Bloc Quebecois. I think that he has worked very hard on this bill. It is a most important issue for parliament and for the country. I also want to acknowledge the comments of other members, particularly the previous speaker from Windsor who consistently brings a very thoughtful and insightful approach to the debate at all levels in this place.

Ten Cent Coin  Mr. Speaker, I am pleased to speak in support of Motion No. 385 made by the hon. member for South Shore. The hon. member seeks the support of the House to collectively express its opinion that the Royal Canadian Mint should restore the schooner Bluenose to the Canadian ten cent coin immediately as an uninterrupted commemoration of our seafaring and fisheries heritage.

Committees Of The House  Madam Speaker, I appreciate those comments from the member for Elk Island. I know that what he has said and has put on the record is very true. It is very consistent with other behaviour on the part of the government. The Liberal government has always portrayed itself in a Janus-like way, saying one thing and doing another.
