Business of Supply  Mr. Speaker, I want to focus on part (a) in the motion, “rather than creating sustainable jobs to Canadian forestry workers”. When I hear government members talk about job creation and the excitement about that, they should look at the forestry sector. If they came to the Alberni Valley, which has the highest unemployment rate in southwestern British Columbia, they would quickly find out that we have huge jobs losses in our community.

Budget Implementation Act, 2017, No. 1  Mr. Speaker, the hon. member talks about growing the economy and being innovative, and I appreciate those comments. In their budget last year, the Liberals removed a 25% tariff to build ferries in Canada that even the Harper government would not remove. They removed it because they knew how important it was, as a marine nation, to build ferries here in Canada.

Budget Implementation Act, 2017, No. 1  Mr. Speaker, I thank my hon. colleague for his speech, and I particularly want to thank him for mentioning the importance of coastal waterways here in Canada and the regions in this country that feel left out, despite the government's promise that it would recognize and represent all areas of our country.

Maybe she should visit my riding and ask how it is working for the ask the people there. The government always claims that its most important relationship is with Canada's indigenous people.

Fisheries and Oceans  Mr. Speaker, yesterday I asked the Prime Minister if he would support the marine debris cleanup currently under way on Vancouver Island. He responded that the oceans protection plan would help protect our coast. Nice words, but that is all they are. There is no mention of marine debris in the government's oceans protection plan and no money for cleaning it up.

Cannabis Act  Madam Speaker, I want to thank the hon. member for bringing forward a valid concern. We have had concerns about appointments. We have concerns about government members and appointments and how they have had an affiliation to the Liberal Party in the past. Certainly we do have concerns around how this has unfolded.

Cannabis Act  Madam Speaker, I want to thank the parliamentary secretary for his comments. We have had some excellent conversations. He has helped me better understand the government's position on the bill. We are supporting the bill. It gives us an opportunity to look at ways to curb youth from using marijuana through providing prevention, addiction treatment, and education around it, as well as eliminate organized crime, and I appreciate that.

Cannabis Act  Madam Speaker, it is an honour to rise today to speak to Bill C-45. Marijuana has been criminalized in Canada since 1923. Much has changed in the past century, including the conversation about marijuana. The Liberals promised to legalize, regulate, and restrict access to marijuana in their 2015 platform.

The Environment  Mr. Speaker, volunteers in my riding are in the middle of a massive community-led cleanup of Clayoquot Sound. Without any government support, Clayoquot CleanUp has raised $75,000 to tackle 600 tonnes of marine debris along the west coast of Vancouver Island. Yesterday, at the United Nations conference on oceans, we were warned that the amount of plastic in our oceans could soon outweigh fish.

Cannabis Act  Madam Speaker, I want to thank my hon. colleague for his passion in this debate, and certainly his concerns around the health effects on youth. I share those concerns as well. We know from evidence that 30% of young people are experimenting with marijuana. As we move forward with this new legislation, does the member agree that the tax revenue that is collected from the sale of marijuana should be used for treatment, education, and prevention, to help curb youth from using marijuana?

Cannabis Act  Madam Speaker, the hon. colleague from Halifax is certainly aware that we will be supporting this bill. Our biggest concern, again, is around the 15,000 young adults and Canadians who have been charged with cannabis offences for carrying small amounts of cannabis. There is so much confusion going on.

Cannabis Act  Madam Speaker, I want to thank my colleague from North Island—Powell River for raising the concern about the 15,000 Canadians who have been charged with marijuana offences since the current government was elected. The government was elected on a promise to legalize marijuana, and the message is very confusing to young adults in particular.

Paris Agreement  Madam Speaker, the minister talked about forest fires. My riding has had raging forest fires. The snow cap melted three years ago earlier than ever before. Our salmon barely made it up the rivers in time, and it rained just in time to save the fish. There have been three record-breaking floods in the last three years and acidification of the ocean.

Wild Salmon  Mr. Speaker, the stream to sea program provides hands-on education for children and teaches them about the importance of our salmon. The Liberal government's decision to cancel this program is a slap in the face to British Columbians. It is also the latest failure of the government to protect and preserve one of Canada's most valuable resources.
