National Patriots' Day  moved: That, in the opinion of this House, the government should officially recognize the historical contribution of the Patriotes of Lower Canada and the Reformers of Upper Canada to the establishment of a system of responsible democratic government in Canada and in Quebec, as did the government of Quebec in 1982, by proclaiming by order a National Patriots' Day.

When we looked at the Pearson Airport deal, I think we were all hoping that a bill would be tabled to tighten up the Lobbyists Registration Act, and are pleased that the government decided to propose this legislation, even though it is, in our opinion, far from being enough.

North Korea  Mr. Speaker, can the minister indicate what action has been taken by the government of Canada to bring North Korea back into the fold of the Atomic Energy Agency and to ensure that that country's nuclear program is compliant with the provisions of the Non-Proliferation Treaty?

North Korea  Mr. Speaker, my question is for the Minister of Foreign Affairs. Yesterday, the United States pleaded in favour of commercial sanctions against North Korea. The proposed sanctions include a mandatory ban on North Korean imports or exports of arms or weapon components, a ban on technical and scientific co-operation in order not to enhance North Korea's nuclear capacity, and terminating all economic assistance through the UN or its subsidiaries.

The Americans are casting doubt on the representativeness of Canadian experts sitting on this committee, and some are even calling for Canadian panelists to be investigated by the FBI from now on to determine how unbiased they are.

Bankruptcy Act  Mr. Speaker, early last March, the U.S. government reactivated an extraordinary trade measure, the Super 301, which allows it to impose sanctions on any country which it considers guilty of unfair trade practices. In reintroducing the Super 301, the United States was primarily targeting Japan, a country with which it has a large trade deficit.

Rwanda  Mr. Speaker, the Bloc Quebecois welcomed the news today that the Canadian government has decided to provide additional humanitarian aid for the victims of the conflict that is now raging in Rwanda. Only yesterday we urged the federal government to act as soon as possible on the resolution by the Security Council to reinforce the UN mission in Rwanda, and we welcome the additional contribution from CIDA announced this afternoon by the Secretary of State.

Customs Tariffs  Mr. Speaker, after the question asked by my hon. colleague, this one will probably be a little tougher. In announcing its intention to raise its tariffs on Canadian durum wheat and barley, the United States apparently wants to import less Canadian grain and, in turn, to challenge under the NAFTA provisions the maintenance of the GATT-defined tariffs that Canada intends to impose on products subject to quotas such as poultry, eggs and milk, where Quebec accounts for over 40 per cent of Canadian production.
