Employment  Mr. Speaker, the government is working hard to help unemployed Canadians return to work. Last year nearly 400,000 jobs were created and the unemployment rate has dropped to its lowest level in eight years. Employment insurance represents a key element in our efforts to encourage job creation and economic growth for it removes the disincentives to work which existed under the previous system.

Courage To Come Back Awards  Mr. Speaker, last Thursday evening I had the honour of representing the Minister of Health at the annual Courage to Come Back awards of the Clarke Institute of Psychiatry in Toronto. The evening provided an opportunity for us to share in the remarkable stories of individuals who have shown extraordinary courage in their recovering from life threatening illness, injury or addiction and now serve as models of hope and inspiration.

Persons With Disabilities  Mr. Speaker, two weeks ago Canada was recognized by the United Nations for its work on persons with disabilities. However of the 55 recommendations in the report of the Scott task force on persons with disabilities only eight have been implemented so far. Is the government intending to implement the balance of the recommendations?

The Economy  Mr. Speaker, it is with great pride that I am able to speak to the budget, especially after my week back in the riding of St. Paul's where it was very clear that the people of St. Paul's and indeed the people of Toronto were extremely grateful to the Prime Minister and to the Minister of Finance for their leadership in what they felt they had asked for, in what they had voted for and in what had been delivered.

Census  Mr. Speaker, the recent release of the 1996 census report has raised serious concerns among our newest Canadians. They, finally having become Canadian citizens, are still being asked their race and ethnic origin. I have a question for the Secretary of State for Multiculturalism.

Family Violence  Mr. Speaker, as I reflect on the words of the hon. Margaret Norrie-McCain from the memorial service for the 14 young women murdered in Montreal, it is clear that we must now acknowledge Marc Lepine as a victim of violence himself. Mrs. McCain has made an urgent plea. The American model of more jails and more police will not address the most important cause of the Montreal massacre.

The Environment  Mr. Speaker, I would urge my colleagues across the floor, and particularly their leader, to take heed from a significant group of taxpayers in western Canada, the physicians from out west. I would like to read the physicians' statement on climate change from the Alberta Medical Association, the British Columbia Paediatric Society, the UBC department of paediatrics, the Yukon Medical Association, the faculty of medicine at UBC and the Family Physicians of Canada, the Alberta chapter.

Post-Secondary Education  Mr. Speaker, my question is for the Minister of Human Resources Development. Young Canadians are increasingly aware that the most important criteria for whether they have a job when they are 30 is the level of their post-secondary education. They are also increasingly concerned that they might not be able to afford it.
