Public Complaints and Review Commission Act  We see more racism than ever all across the departments after nine years of the government, including in the immigration department. There was a report that came out in 2021, a Polaris report, that showed racism only went up in that department. Since we are on the topic, I would like to get the member's take on the Prime Minister, someone who has done racist blackface.

Citizenship and Immigration committee  I move the following motion that's been put on notice: That, pursuant to Standing Order 108(2), the committee conduct a study into the widespread Labour Market Impact Assessment (LMIA) fraud committed under the Immigration, Refugees, and Citizenship Canada (IRCC) Temporary Foreign Worker (TFW) program as reported by the Globe and Mail starting on September 29, 2023 specifically referencing immigration consultants and lawyers whom allegedly fraudulently marketed LMIAs to migrants in values as high as $80,000 in violation of the established regulations; that this study consist of at least two meetings; that for one meeting the committee invite the Minister of Immigration, Refugees and Citizenship and his department officials to testify for one hour each; that for one meeting the committee invite the Minister of Employment, Workforce Development, and Official Languages and his department officials to testify for one hour each; that the committee report its findings to the House; and that the committee request a comprehensive response from the Government.

Combating Motor Vehicle Theft Act  The Journal de Montréal reported that only five CBSA officers were tasked with inspecting the containers. According to the Customs and Immigration Union, only 1% of all containers that leave the port of Montreal are searched. It is easy to see where that can lead. In fall 2015, an Auditor General's report stated that export control at the border is ineffective and that only one in five high-risk containers was inspected by the CBSA.

International Trade committee  Infrastructure investment is negated if other government actions or inaction prevent the border from being as seamless and free-flowing as possible. Here are three examples. First, because Immigration, Refugees and Citizenship Canada does not have reasonable service standards for processing the paperwork associated with maintaining or changing status for temporary Canadian residents, it forces people to drive hours to the border, where they must cross the border, be denied entry to the U.S. and return to Canada, where they then receive immigration services immediately.
