Immigration, Refugees and Citizenship  Speaker, international adoptions must always protect the safety and well-being of the children, as well as comply with the laws of both countries. Harmonizing these laws can be challenging, but the Harper Conservatives did not conduct enough consultations to make sure the provinces and territories, which are responsible for adoption, were on board with the moratorium. They went ahead and cancelled all adoptions from Pakistan, without taking into consideration the generosity of Canadians who wanted to sponsor.

Immigration, Refugees, and Citizenship  Live-in caregivers, who provide an invaluable service to Canadians, had to wait five to seven years under that party. We have reduced their backlog from 62,000 to 11,000. The Conservatives had a disastrous record and Canadians know that.

Immigration, Refugees and Citizenship  We have quadrupled the number of spaces available for Canadians to sponsor their parents and grandparents, we have cut the backlog that we inherited from the Harper Conservatives by 80% and we have introduced a more fair application process. The Liberal government continues to deliver an immigration system that works for all Canadians, including families and employers.

Immigration, Refugees, and Citizenship  Speaker, in order to meet the generosity of Canadians, we have increased the private sponsored refugee program spaces to 18,000. That is our record. The Conservative could not do it. We are getting it done.

Citizenship and Immigration  We have worked very closely with them on identification of those cases. The fact of the matter is that our record speaks for itself. The record of the Conservative Party is one of a party where, when their minister of immigration was caught removing LGBTQ2 rights from the citizenship guide, it was after an uproar that he put it back in.

Business of Supply  However, the member opposite talks about compassion. I wonder where her compassion was when she sat at the cabinet table when the Harper Conservatives cut refugee health care to the most vulnerable people in the world, pregnant women, victims of torture. LGBTQ2 refugees had to go without refugee health care because of the decisions made by the Harper Conservatives.

Business of Supply  Chair, the hon. member is actually speaking about the record of her party when it was in office. It was the Harper Conservatives who had really bad wait times for refugees. It was the Harper Conservatives who had really bad wait times on allocations for privately sponsored refugees. It was the Harper Conservatives who cut refugee health care.

Business of Supply  We are making the necessary investments to respond to the cuts that were made under the Harper Conservatives. We are reuniting families. We are making sure that we invest in border security operations and that we can also meet our international obligations. We know something that the Conservatives do not seem to understand, which is that investment follows talent.

Business of Supply  Madam Chair, that is still 4,500 more than the Harper Conservatives had in their allocation. We are committed to ensuring we increase the levels of allocations for parent and grandparent sponsorships in 2019, increasing them further in 2020 as part of our immigration levels plan.

Business of Supply  Chair, the fact of the matter is that we have doubled the number of resettled refugees compared to the Harper Conservatives. We have quadrupled the number of privately sponsored refugees compared to the Conservatives' numbers. We have reduced the processing time of privately sponsored refugees by 25 months.

Business of Supply  Spouses and children waited longer. Refugees waited longer. Live-in caregivers waited five to seven years under the Conservatives' watch. We have improved processing times for privately sponsored refugees by 25 months, spouses by 14 months, live-in caregivers from five to seven years under the Conservatives' watch to 12 months under our watch.

Business of Supply  The fact is that we are making the necessary investments, after the horrendous cuts made by the Harper Conservatives, in border security operations and in faster processing of refugee claims. We are reuniting more families than ever. We are providing refuge to those who are persecuted around the world.

Citizenship and Immigration committee  I would also just remind the committee that it was our government that restored the program. The program was cut by the previous Conservative government, and we made a commitment to Canadians to restore that program because when the program was cut, the health care needs of asylum claimants or refugees did not disappear.
