Status of the French Language in Montreal  Madam Chair, Jean Chrétien often talked about the Canada he believed in. It was a Canada in which one could be francophone and feel at home in Vancouver or in Halifax. It was a Canada in which one could be anglophone and feel at home in Montreal or Gaspé. I still believe in that vision of Canada, a Canada where bilingualism is as much a part of our national identity as hockey or maple syrup.

Foreign Affairs  Madam Speaker, I will refer the hon. member to the minister's comments and the parliamentary secretary's comments in that debate. As we reframe our relationship with China, I can commit to the member that we will continue to stand up for Canadian values and interests. As the Minister of International Trade clearly stated when she addressed CCBC members on October 13, securing the immediate release of Michael Kovrig and Michael Spavor remains an absolute priority.

Foreign Affairs  Madam Speaker, I am really pleased that I was given the chance to be the substitute for my friend, the Parliamentary Secretary to the Minister of Foreign Affairs, so I can be one of the first, or at least one of the first who has now heard, to congratulate the member for Leeds—Grenville—Thousand Islands and Rideau Lakes and Amanda on the birth of Nathan.

I have had the pleasure of working with the Prime Minister for the last five years, and I can say there is no prime minister in Canadian history who has had more of a feminist agenda than this prime minister.

Canada and the world continues to deal with the impacts of the ongoing COVID-19 pandemic.

Labour  Madam Speaker, workplace harassment and violence are completely unacceptable. That is why we introduced and passed Bill C-65 to protect employees from harassment and violence in federal workplaces, including Parliament Hill. With regulations now in force, this legislation will come into force on January 1, 2021.

John Walsh  Madam Speaker, there are very few in Montreal's English-speaking community who did not know Father John Walsh. His sudden passing last week was devastating news to the many thousands of people whose lives he touched. Father John was a priest for 53 years. He served as a pastor, curate, chaplain, professor and biblical scholar.

I want to congratulate him on his bill and let him him know that I appreciate his mentioning me and the Minister of Labour. We share his aspirations of making caregiving more accessible to everyone.

Bills of Exchange Act  Madam Speaker, I thank my hon. colleague for her excellent question. I completely agree with her. One issue that should be made a priority is the overrepresentation of indigenous peoples, Black people and certain communities in the justice system. The percentage of people who are arrested and incarcerated is far too high.

Bills of Exchange Act  Madam Speaker, I always appreciate the very thoughtful contributions of my colleague from Nanaimo—Ladysmith. The government is committed to advancing all 76 of the recommendations in the report. When it comes to the issue of the disproportionate number of indigenous Canadians and racialized Canadians that are found in the child foster care system, we know that throughout history there has been systemic discrimination, where parents of racialized communities have disproportionately had their kids taken away.

Bills of Exchange Act  Madam Speaker, I believe there have been a number of statements made recently in Nova Scotia by a spokesperson for the RCMP, and a recent statement by the commissioner, that were not well stated whatsoever; rather, they were incredibly poorly stated. I am confident the Minister of Public Safety will be having conversations with those individuals.

Bills of Exchange Act  Madam Speaker, I am pleased to rise to speak in support of Bill C-5 to amend certain acts to add a new holiday, namely national day for truth and reconciliation. Bill C-5 addresses a very important issue that every member of the House takes very seriously. The residential school system is a national tragedy, a stain of colonialism upheld by systemic racism.

Business of Supply  Mr. Speaker, I thank my hon. colleague for her speech. I have two questions for her. First, does she acknowledge that, according to House rules on normal committee membership, six of the 13 members must be Liberal? According to the Conservatives' proposal, six of the 15 members would be Liberal MPs.

Criminal Code  Madam Speaker, I thank my hon. colleague from Rivière-du-Nord. He always provides an intelligent perspective to the debates. To me, this is one of the three issues Parliament has to address. The first is the issue of mature minors, the second has to do with psychological illnesses only, and the third has to do with advance directives.
