Rouge National Urban Park Act  Mr. Speaker, I have a question about the Government of Ontario and the ownership of its lands in the park. What are the impediments in terms of turning that land over to the federal government, so it is totally under the stewardship of the federal government?

Infrastructure  Mr. Speaker, the Liberals are taking $15 billion away from communities to set up their new bank. We repeatedly warned that small and rural communities would be left out of the funding opportunities. Instead of listening, the Liberals called Canadians stupid and irresponsible for raising concerns.

Infrastructure  Mr. Speaker, the Conservatives delivered a balanced budget, completed over 7,200 infrastructure projects, created over 1.2 million jobs, and set up P3 Canada to leverage private sector dollars, which delivered over $6.6 billion in additional infrastructure. The Liberals gave us a $30-billion deficit, zero new full-time jobs, and they are taking $15 billion away from communities for their bank.

Infrastructure  Zero net new jobs, Mr. Speaker. Over 99% of announced infrastructure projects by the Liberals are not yet under construction, and zero new full-time jobs have been created since they took office. Announcing projects in a community does not equal breaking ground, starting construction, or job creation.

Canadian Human Rights Act  Mr. Speaker, I understand that there is a special adviser who has been appointed. I am wondering if the member can lay out some of the initiatives that will be undertaken with the work of the special advisor.

Infrastructure  Mr. Speaker, experts from the Conference Board of Canada, the Bank of Montreal, the TD Bank, the parliamentary budget officer, and the Department of Finance have all said there are no signs of economic growth. Zero new full-time jobs have been created since the Liberals took office.

Canadian Human Rights Act  Mr. Speaker, I appreciate the speech by my colleague across the way and thank him for his work on this file. He talked in generalities about the different initiatives that would be undertaken. I wonder if he could elaborate more specifically on what that would look like going forward.

Infrastructure  Mr. Speaker, Canadian communities have lost $15 billion in infrastructure funding in order to finance the Liberals' new bank. Less than 1% of the promised infrastructure projects are actually under construction, and zero full-time jobs have been created since the Liberals took office.

Infrastructure  Mr. Speaker, the Liberals have failed to create a single full-time job since they took office. This should not be a surprise because less than 1% of the announced infrastructure projects have started construction over this past year. Now we learn that, instead of building infrastructure, the Liberals have been busy setting up a bank, which is going to cost taxpayers $15 billion.

Infrastructure  Mr. Speaker, clearly, the minister is confused about how many infrastructure projects are actually under construction. This is not a surprise, especially when the minister told the Senate finance committee that he was confused by all the buckets of infrastructure money the Liberals had at their disposal.

Budget Implementation Act, 2016, No. 2  Mr. Speaker, I am pleased that my colleague marvels at us Conservatives. We will talk about the TFSA because in my riding I have a lot of seniors, and one thing they really wanted was to have the contribution amount left at $10,000. Unfortunately, it was the Liberals who went on this rant that nobody had $10,000 just hanging around.

Budget Implementation Act, 2016, No. 2  Mr. Speaker, actually Statistics Canada shows the child poverty rate went down overall. However, I would also admit that was not in all communities. As the former mayor of the city of Surrey, we created our child poverty reduction plan. We have to look at each community in a different way.

Budget Implementation Act, 2016, No. 2  Mr. Speaker, I have met the member's beautiful daughter, and it just breaks my heart to know that child is going to grow up with that kind of debt. When we see a government that has absolutely no plan to pay down the debt or to balance the budget, that it is not even on the horizon, this should be troublesome to every single Canadian across the country, because it will come back to haunt each and every one of us, our children, and our grandchildren.

Budget Implementation Act, 2016, No. 2  Mr. Speaker, Bill C-29 aims to implement a series of budget measures and tax changes in budget 2016, which was tabled in Parliament on March 22 of this year. We have heard from the government over the course of this year how going into debt would help the economy and would create jobs.

Budget Implementation Act, 2016, No. 2  Mr. Speaker, my colleague talked about his government being a responsible government. Part of that responsibility includes having a plan to balance the budget. Could the explain to Canadians what that plan looks like?
