Committees of the House  Madam Speaker, I thank the member for the good work he does on committee. One of the key considerations is to look at what is actually happening, and not having some arbitrary number that triggers the review. When we are talking about national security, this is one of the main parts.

Committees of the House  Madam Speaker, usually when anybody gets up to speak, the member has a question of process. I go back to what the member for Carleton indicated, which is that the current government does not seem overly serious about passing any particular government legislation. It spent two months hiding from Canadians this summer under prorogation.

Committees of the House  Madam Speaker, there are two aspects to what the member has asked, and the first is how are companies and businesses in Canada are supposed to be able to compete when they see investment dollars coming into our country from state-owned enterprises? That is really the critical aspect of it.

Committees of the House  Madam Speaker, it is indeed an honour for me to speak to this motion this morning. I thank the member for Carleton for recognizing the number of years I have been associated with the industry committee, and I am honoured to present some of the findings in this particular report.

Digital Charter Implementation Act, 2020  Mr. Speaker, I want to indicate that Jim Balsillie noted with regard to this bill that “the privacy bill fails to curtail [the] surveillance economy or protect Canadians” and that “The government's proposed legislation would not curb the mass surveillance or behaviour manipulation the tech industry currently engages in with impunity.”

Criminal Code  Madam Speaker, I just want to refer the minister to a BC Civil Liberties Association report, which states: Today, there are approximately 50 offences carrying a mandatory minimum sentence of imprisonment in the Criminal Code, the vast majority of which came into force in 1995.

Petitions  Madam Speaker, last month, honourable members voted overwhelmingly to support a motion from Canada's Conservatives on Communist China. Our motion called on the government to recognize that a genocide is currently being carried out by the People's Republic of China against Uighurs and other Turkic Muslims in China.

Petitions  Mr. Speaker, today is Canada's Agriculture Day. It is my honour to table in the House a petition from my constituents of Red Deer—Mountain View, as well as from other residents of Alberta, on such an important day for farmers. The petition calls on the Liberal government to exempt all direct and indirect input costs incurred by farmers as a result of the carbon tax.

Health  Mr. Speaker, the Liberal government's total failure to deal with this pandemic is having a devastating impact in my riding of Red Deer—Mountain View. The government simply cannot get anything right. We are six months behind many other countries in the world when it comes to procurement and to vaccine distribution.

Agriculture  Mr. Speaker, the Liberal government's assault on hard-working families in the agriculture sector is reaching new heights. Last month, the Prime Minister announced an unprecedented increase in the carbon tax, resulting in farmers and ranchers losing tens of thousands of dollars in annual net income.

Agriculture and Mental Health  Mr. Speaker, the incidence of mental health problems in Canada's agriculture sector is reaching crisis proportions. Farmers, ranchers, producers and their families are increasingly experiencing high levels of stress, depression and even suicidal thoughts. In May 2019, my Conservative colleagues and I from the Standing Committee on Agriculture issued a supplementary report on this issue called “Mental Health: A Priority for Our Farmers”.

Expropriation Act  Madam Speaker, if the last speaker were to come to Alberta and Saskatchewan, there would be an opportunity for him to look at the great work being done there to combat greenhouse gases and all the other things that are happening within the industry. That would be helpful. Perhaps then the rhetoric would be a bit more logical.

Telecommunications  Mr. Speaker, millions of people in rural communities across Canada lack adequate Internet connections. The announcement made by the Liberal government last week will not change this. One reason is that a large portion of funding is through the Canada Infrastructure Bank. In three years, that Liberal boondoggle has completed zero projects.

Natural Resources  Mr. Speaker, the expansion of the NOVA Gas transmission line should be good news, but there is a caveat. Consultations with indigenous groups ended February 19. The government then had 90 days to reach a decision. That was extended by 150 days. The decision to approve the project was made less than 15 minutes before midnight on the deadline day, October 19.

David Braley  Mr. Speaker, yesterday our nation lost a truly iconic leader, the Hon. David Braley. I was fortunate to interact with Senator Braley not just through his Senate duties, but over many hours of interesting discussions during which he spoke of his main loves, the Canadian Football League, its players and its fans.
