Canadian Sustainable Jobs Act  Mr. Speaker, that is what I call “Winnipeg-Northsplaining”. When the Liberals introduced legislation for child care transfers, they asked us if we had read the bill. They told us there was money to fund child care so women could enter the labour market. They asked us if we had read it.

Canadian Sustainable Jobs Act  Mr. Speaker, I see that I received applause from a Conservative. Apart from you, Mr. Speaker, he is the only one who still claps for me. We will see how long that lasts. The Bloc Québécois's position is clear. It is imperative that we change our energy trajectory so that Canada, which still includes Quebec, for now, contributes to the effort to prevent average temperatures from rising by 1.5°C.

Government Priorities  plan Mr. Speaker, not only do the Liberals not have a plan for the country's finances, but the ministers do not even have a work plan. The new ministers announced in July have still not received their mandate letters. Two and a half months after the cabinet shuffle, they still do not know what their priorities are.

Business of Supply  Madam Speaker, the Conservatives have all kinds of things to teach us on this opposition day. However, they need to be reminded that the last Conservative government ran deficits for seven years straight. I would sure like to know what today's Conservatives, whose leader was part of the Harper government, would do differently from what they always did in the past—should they come to power—so they can finally stop being a party that habitually runs deficits.

Business of Supply  Mr. Speaker, I find that amusing. My colleague knows I appreciate him. More than anything though, I like the facts to be accurate, and those figures come from one of the least transparent federal institutions. We do not know where Export Development Canada, or EDC, makes its investments, and it is one of the largest sources of taxpayer-backed public funding for oil.

Business of Supply  Mr. Speaker, I will give a more general answer because I do not have all the information on that subject. There are circumstances where it can be worth it to subsidize certain activities, like the clean energy transition and cases where there is unfair competition, for instance.

Business of Supply  Mr. Speaker, I am not really comfortable answering this question. Not that I want to avoid it, but it makes me uncomfortable because the people running the country at this moment are sitting across the aisle. Am I terrified at the thought of a Conservative running the country? I sure am.

Business of Supply  Mr. Speaker, my speech may not appeal as much to the member for Calgary-Centre. We shall see. First, let us talk about the text of the motion. I would like to thank the Conservatives. For once, they made our job easier. Entertaining a Conservative opposition day motion is usually quite difficult.

Affordable Housing and Groceries Act  Madam Speaker, the Bloc Québécois has been calling for a reform of the Competition Bureau system for 20 years or so. For years, we have been asking that the Competition Bureau have the authority to prevent mergers and acquisitions regardless of any efficiency gains they might generate if, at the end of the day, it means higher prices for consumers.

Business of Supply  Madam Speaker, in 2012, in the Quebec National Assembly, the member for Bellechasse—Les Etchemins—Lévis's premier bragged about taking $200 million out of Quebeckers' pockets with the carbon exchange and said he was happy that Quebec was taking part in that carbon exchange. His colleague, Minister Pierre Arcand, even said that it was a very prudent and conservative approach.

Business of Supply  Madam Speaker, I apologize. I wanted to point out that she had misled the House. Having supported Jean Charest, she seems very uncomfortable with the Conservative philosophy, so I simply wanted know whether my colleague has checked to ensure that his colleague has a valid Conservative Party of Canada membership card.

Affordable Housing and Groceries Act  Mr. Speaker, I would like to thank my colleague for his high-energy speech. That is not surprising. We know our colleague well. The Prime Minister, who is of course a member of his political party, recently took aim at Quebec municipalities by saying that housing was not being built quickly enough because of all kinds of regulations.

Affordable Housing and Groceries Act  Madam Speaker, I know that the hon. minister is delighted that I am here for his speech. I thank him for his clarifications. It is true that the current Competition Bureau regime focuses on efficiency when analyzing mergers and acquisitions, sometimes to the detriment of consumers.

Affordable Housing and Groceries Act  Madam Speaker, Bill C-56 includes measures to eliminate the GST on new rental housing. In the long term, this could impact supply, at least theoretically. However, this is for housing that will be built a long time from now, housing that will be started in 2030 and completed in 2035.

Affordable Housing and Groceries Act  Madam Speaker, let us deal with the parliamentary secretary the way we have to deal with the Conservatives on social media, in other words, let us set the record straight. When it comes to the $900 million in the national housing strategy that is stuck in Ottawa's coffers—it is in fact stuck in Ottawa's coffers—if it were not for the Bloc Québécois bringing this up during every question period in the House, no one would be talking about it.
