Canada-United States-Mexico Agreement Implementation Act  Madam Speaker, I am very pleased to rise in the House for the first time in 2020. Questions on the Order Paper  Mr. Speaker, with regard to (a)(i) and (a)(ii), since the start of the prison needle exchange program, the PNEP, in June 2018, 715 needles have been distributed. This number represents the number of needles distributed from the start of the PNEP program to the time of analysis, not the number of inmates who have received a PNEP kit.

Questions on the Order Paper  Mr. Speaker, the government acknowledges the importance of securing 5G telecommunications systems. Cybersecurity is complex and multi-faceted, particularly when we are considering the infrastructure of the network itself. 5G technology is expected to affect not just our telecommunications sector, but also many other sectors, as it will enable innovations such as automated transportation, smart cities and remote medicine.

Questions on the Order Paper  Mr. Speaker, the RCMP’s protective policing program is mandated to ensure the safety and security of government-led events, as prescribed by Canadian legislation, directives and international conventions. This includes, for example, the 2016 North American leaders summit in Ottawa, Ontario, and the recent 2018 G7 leaders summit in La Malbaie, Quebec.

In response to (b), the RCMP is working to improve operational planning practices with the goal of ensuring adherence to Government of Canada policies. In response to (c), for operational reasons, the RCMP cannot disclose detailed information that may expose security postures adopted to ensure the safety and security of any given principal and/or event.

We are working with like-minded countries to ensure that Iran is held to account for its support of terrorism. As we have long said, Canada has already taken a number of actions against the Islamic Revolutionary Guard Corps, the IRGC.

Questions on the Order Paper  Mr. Speaker, the Trans Mountain Corporation is expected to update, publish and submit for regulatory consideration a revised construction schedule for the proposed Trans Mountain pipeline expansion project, if approved. The Department of Finance anticipates the government will be in a position to make a decision on the proposed project on or before June 18, 2019.

In addition, the Department of Finance understands that Canadian firms and consultants are engaged with core functions of the bank.

Questions on the Order Paper  Mr. Speaker, the Government of Canada has a plan that protects the environment while growing the economy. On October 23, 2018, the Government of Canada announced that there would be a price on carbon pollution across Canada in 2019. On the same day, the Department of Finance published a document named “Backgrounder: Ensuring Transparency”, which outlines amounts of projected fuel charge proceeds and climate action incentive payments, from 2019-20 to 2023-24.

Finance  Mr. Speaker, I want to start by reminding my colleague that 72% of Canada's debt was incurred by Conservative governments, including $150 billion under Stephen Harper's government. Before the Conservatives lecture us on fiscal restraint and balancing budgets, I think they have a lot to learn.

Taxation  Mr. Speaker, it is important to be clear for our viewers' sake. I know the Conservatives do not like international organizations but, last summer, the OECD, a totally impartial international organization, reported that the average Canadian family has $2,000 more now than it had under the previous government.

Regional Economic Development  Madam Speaker, our government takes very seriously its responsibility to make investments across the country and in all Quebec regions. That is why, in recent budgets, we increased funding for regional economic development agencies, including Quebec's Canada Economic Development for Quebec Regions.

International Trade  Madam Speaker, we will always stand up for Canadian workers and Canadian interests. To support the steel and aluminum industries and workers, we have provided up to $1.7 billion through BDC and EDC to keep businesses operational; $250 million in new funding through the strategic innovation fund, the SIF, to bolster the competitiveness of Canadian manufacturers; and $100 million in support for SMEs through the regional development agencies.

Pensions  Madam Speaker, after a lifetime of hard work, Canadians deserve peace of mind when it comes to their retirement security. We are taking a whole-of-government approach, an evidence-based approach, to address retirement security for all Canadians. Our government held national consultations and heard pensioners, workers, lenders and companies.
