Business of Supply  Mr. Speaker, my colleague from Calgary is right. He just answered the member for Winnipeg North's question, and I am proud to reiterate what he was saying. The member for Winnipeg North was the one who was laughing when I got up and during the first two lines of my speech about how life is getting expensive and inflation is the highest it has been in a generation.

Business of Supply  Mr. Speaker, I thank my colleague for Abbotsford for moving this opposition day motion to give some immediate relief to Canadians. Life is getting expensive. Inflation is at the highest point in a generation. Every time people fill up at a local gas station or go through the checkout at the grocery store, they are constantly reminded that their paycheques and pensions do not go as far as they did once.

Building a Green Prairie Economy Act  Mr. Speaker, I will take the opportunity to speak to this bill. I congratulate my colleague from Winnipeg South Centre for bringing forward his thoughts on how we can succeed in the Prairies. It is great to see him back in this place, and I bid him more successes. I was also pleased that the member would be open to amendments because, as he said, none of us has a monopoly on all the good ideas.

Royal Assent  Mr. Speaker, could my colleague from the Bloc add his comments on the price of commuting and gas in Quebec, including in Montreal and throughout rural Quebec, considering his familiarity with his home province. Gasoline prices have soared 33%. Natural gas is up 20%, and food costs are climbing, with beef up 12%.

Business of Supply  Madam Speaker, that is a similar question to one a colleague asked earlier. The more sanctions we can put on Russia right now and perhaps on Belarus, the better off we are in regard to closing off the flow of dollars going into Ukraine to fund the war effort. The oligarchs, the people who have invested in some of these industries, are not immune to that and need to be sanctioned as well.

Business of Supply  Madam Speaker, I will go back to the answer I gave to my first question. It is about the lack of vision and the short-sightedness of the government in power today. It does not have the vision to foresee that some of these things might be needed down the road. However, the best time to plant a tree is today, and the best way to deal with the Putin regime taking over and trying to destroy the country of Ukraine and its people is to sanction it as harshly as we can today.

Business of Supply  Madam Speaker, my colleague is correct that this is not just energy. There is a food supply requirement here that is probably not going to be met if the Ukrainian people cannot put the crop in for the breadbasket of Europe this spring. It does take energy, and probably the biggest reason we are in the dilemma today is that over the years we have been a bit short-sighted.

Before I begin my remarks, I want to thank the MPs in this chamber for coming together this past week as we all stand firmly behind Ukrainians and their valiant defence of their country. I want to thank the Ukrainian Canadian Congress and the other organizations that are doing all they can to raise money and to provide support to those in need.

Russia's Attack on Ukraine  Madam Chair, I just want to congratulate my colleague on his excellent speech this evening. I asked other members of the House tonight about the issue of Canadian sovereignty in our Arctic. I know that my colleague, coming from Winnipeg, has his heart and soul in that, with the research that we have at the University of Manitoba.

Russia's Attack on Ukraine  Mr. Chair, I had the opportunity, on the European Union friendship committee we have in Parliament, to spend a few years on the Standing Committee of the Parliamentarians of the Arctic Region. My colleague mentioned the Arctic sovereignty we have as a neighbour of Russia in our north, and I wonder if she could elaborate a bit more in regard to the issues around the Arctic and our independence and making sure we stand our ground in that area.

Emergencies Act  Madam Speaker, there is a huge difference. I mentioned in my speech the low bar for this emergency measure being used. All other border crossing situations were already solved before the Prime Minister stood up in the House. Those border crossings, which I completely believe should never have been closed, were opened peacefully, albeit there might have been some altercations that were not above board.

Emergencies Act  Madam Speaker, as my colleague rightly said, in my closing remarks I said it is time to get together to come to a solution on this. Are we going to leave the Emergencies Act in place for 30 days, when there are no trucks left on the streets of Ottawa? My colleagues have mentioned that in the House a number of times today.

Emergencies Act  Madam Speaker, my colleague's question is a very important one. Holding a vote as a confidence vote is a very serious matter. I have heard others in the House make comments on this during question period and in their speeches today as well. Is the Prime Minister doing this because he wants to force the NDP to vote with him, or is he doing it to cover some of the dissension within his own caucus?

Emergencies Act  Madam Speaker, today marks one week since the Prime Minister invoked the Emergencies Act. This has been a long, emotional and distressing week for all Canadians, no matter one's political stripe, and it is not difficult to understand why. The Emergencies Act has never been used in Canada.
