Impact Assessment Act  Madam Speaker, unlike the Liberals, I have been consistent. The entire nine-plus years I have been elected here, I have stood by the same position stood by all of my legal career. No project should be approved unless indigenous rights are respected, unless the public has a fair right to participate, and unless it is a credible review process.

Impact Assessment Act  Madam Speaker, the greatest frustration with this 800-clause omnibus bill is that there is virtually no opportunity in this place to genuinely discuss the bill. The minister made promises over and over again. In questions, the Minister of Environment promised she would genuinely consider and accept amendments to strengthen the bill, and she rejected every attempt by the opposition.

Impact Assessment Act  Madam Speaker, in fact, at committee I asked the officials to clarify what the transition provisions would be. I have not said that there should not be transition provisions. My point is, as raised by the parliamentary secretary, that it took a long time for the government to bring forward the bill.

Impact Assessment Act  Madam Speaker, I share the initial comments of my colleague for Saanich—Gulf Islands. We have both been involved in trying to strengthen federal, provincial, territorial, and international environmental law for many decades. The very reason I ran for office was because of my fear that the Harper government would do exactly what it eventually did when it got a majority government, and that was to shred all federal environmental law that I had worked with many other Canadians to strengthen during my 40 years as an environmental lawyer, both within the federal government and in a non-governmental organization.

Business of Supply  Madam Speaker, I appreciate the comments of the hon. member, who is putting forward that she is speaking on behalf of all in her riding, but the whole purpose and intent of the UNDRIP is to end this colonial regime. Essentially, it says that indigenous people, from this time forward, will have the right to make their own determinations on how they are governed and the development of their lands and resources and the impacts on their people.

Business of Supply  Madam Speaker, the opposition tabled more than two dozen amendments to the government's impact assessment bill and the bill that would replace the National Energy Board. The member's government is refusing to incorporate the United Nations Declaration on the Rights of Indigenous Peoples as a binding term.

Business of Supply  Madam Speaker, my colleague brought forward Bill C-262, which was passed by the majority in this place. My colleague's bill would now require that the government reflect the United Nations Declaration on the Rights of Indigenous Peoples in all federal government legislation. I would welcome my colleague's comments on this.

Indigenous Affairs  Madam Speaker, the Auditor General has chastised the government for failing to address matters of significance to first nations, in particular those living on reserves. In assessing well-being, he reports that the government failed to consider health, environment, language, and culture, coupled with failed meaningful engagement.

Export and Import Permits Act  Mr. Speaker, I am sorry, I cannot agree. The whole point of the treaty is to prohibit the sale and export of weapons to nations that are major human rights violators. It is to prohibit our nation, and all other nations that sign onto the treaty, from supporting atrocities. It does not matter if it is a rifle, a LAV tank, or a bomb, we should not be selling arms to nations where we know absolutely they will be used for war atrocities.

Export and Import Permits Act  Mr. Speaker, it is always a pleasure to have a question from the member. As I mentioned, my colleague has already submitted that amendment, which was turned down by the committee and by the minister who has brought forward this bill. It would not allow manufacturers of armaments to short circuit the Arms Trade Treaty by simply selling them or brokering them through another country.
