There is the issue of vaccination, the whole COVID period, what the Americans wanted and what we did not want, Roxham Road, third countries, wait times, trust between the two governments and so on.

My colleague alluded to the fact that we have been wanting to do this for seven years. I would like to remind him that this was deferred in 2019 or in 2020, it does not matter. In 2004, in other words, 18 years ago, Justice O'Connor recommended creating this type of process.

Fall Economic Statement Implementation Act, 2022  Mr. Speaker, I was so pleased to hear our colleague's remarks on Bill C‑215, an initiative he put forward together with the member for Montmagny—L'Islet—Kamouraska—Rivière-du-Loup. I would like to hear his version. Why is this bill moving so slowly? It might be naive of me to ask, but I thought the NDP was very supportive of the bill.

Fall Economic Statement Implementation Act, 2022  Madam Speaker, does my colleague agree with me on the following? Bill C-32 sets out 25 tax measures, but they are basically nothing but minor legislative amendments. Some measures that were announced were already in budget 2020. There is nothing new in Bill C-32 to help combat inflation.

Fall Economic Statement Implementation Act, 2022  Madam Speaker, I thank my colleague for his speech. I agree with him that this bill has no colour, no taste and no vision. I would like his opinion. The bill includes roughly 108 references to the problem of inflation, without ever offering solutions for vulnerable people, especially while we are heading into a recession.

Saint‑Eustache Genealogical and Historical Society  Mr. Speaker, since 1997, this organization has been helping the people of Saint‑Eustache and Deux‑Montagnes retrace the history of their ancestors, their place of origin, their date of arrival in the country, their occupation, the descendants, and so forth. It offers different workshops on things such as mastering research tools for paleography, where you learn to read notarized documents of the time.

Government Business No. 22  Madam Speaker, once again I am struggling with my colleague's arguments. Why? First, he is not providing substantive arguments to justify the Liberal Party's position. Second, and most important, I find it disrespectful to call members and certain political parties lazy because they do not want to move forward with this plan.

Fall Economic Statement Implementation Act, 2022  Madam Speaker, I acknowledge that, in principle, Bill C‑32 is about implementing economic provisions. First of all, I want to say that my colleague's comments towards his opposition colleagues are mean, nasty and pure rhetoric. The opposition members are clearly stating that the government is missing some good opportunities and avoiding big challenges that it could have attempted to address.

Questions on the Order Paper  With regard to the former Ste. Anne’s Hospital’s Residential Treatment Clinic for Operational Stress Injuries (RTCOSI) for veterans, temporarily reopened by the Centre intégré universitaire de Santé et de services sociaux de l’Ouest-de-l’Île de Montréal as a mental health unit: (a) is Veterans Affairs Canada (VAC) funding the care and stay of residents in the new clinic; (b) what role did VAC play in the closure of the RTCOSI and its recent reopening as a mental health unit; (c) why are the 15 beds in the mental health unit being offered to non-veterans instead of veterans; (d) what measures are being taken by VAC to reassign these 15 beds to veterans; and (e) does VAC have staff or a dedicated office for overseeing the delivery of health services to veterans at Ste.

It was one of his great speeches, and it is a real pleasure to work with him on the Standing Committee on Veterans Affairs. I am reminded of something that happens every year. On November 11, we all go and lay wreaths and pay tribute to our veterans.

Committees of the House  Mr. Speaker, I thank my colleague, whom I hold in high regard, by the way. That is a question that I obviously cannot answer. There used to be a slogan that went something like “if you're curious about life, enlist”. People laugh, yes, but I often think of it in committee. One of the questions that both my colleagues and I regularly ask the witnesses we meet is whether they would still enlist if they could do it over again.

Committees of the House  Of course I am familiar with that, Mr. Speaker. For the past three years, I have been fighting so that francophones can get the same type of services as anglophones. The unit was implemented in Montreal, but it is not being managed properly, so the response time for French applications is much longer than for English applications.
