Ethics  Mr. Speaker, the details of any legal case are to be determined independently by our court system. That is how the process works. The distinguished defence counsel, acting now for Admiral Norman, proclaimed that our legal system should never be denigrated for political gain. She said, “we have one of the greatest legal systems in the world”.

Ethics  Mr. Speaker, if the hon. gentleman has a specific accusation to make, he should draw that accusation to the attention of the appropriate police authorities or perhaps he would care to say that outside.

Ethics  Mr. Speaker, when legal matters are to be investigated, they are investigated independently by the RCMP and any decision with respect to charges is made independently by the Director of Public Prosecutions. The creation of that office, in the first place, was done back in 2005 by the previous government.

Justice  Mr. Speaker, as we have explained in the House many times in the past, this matter presently before the courts. The courts are adjudicating on all of the facts. They will determine those facts according to law, and make a decision in due course. That is where the case is tried, in court, not in the House of Commons.

Justice  Mr. Speaker, the facts of the case will be determined by the judge in the trial. That is where our system works.

Royal Canadian Mounted Police  Mr. Speaker, with respect to the Norman case, the hon. gentleman makes certain allegations. There are of course procedures in our country for handling such allegations; they are called the court system. Charges have been laid. The defence has the opportunity to make a full response.

Immigration, Refugees and Citizenship  Mr. Speaker, the government has demonstrated, and CBSA specifically has demonstrated, their keen sensitivity to the situation. Obviously CBSA has an obligation to apply Canada law. It looks to countries around the world that may be implicated in serious and dangerous situations to make sure that in the work they do of removing certain people from Canada, they are not removing them into dangerous situations.

Justice  Mr. Speaker, the nefarious implications in the tone of that question are exactly the reason why this House has a rule about not discussing matters that are sub judice. The hon. member may wish to engage in absolutely unsubstantiated drive-by smears, but that is not the role of the House of Commons.

Justice  Mr. Speaker, again, I refer the hon. member to a colleague in this House who used to sit on that side, Peter Van Loan, who made it very clear why the sub judice rule is in place. It is in place to prevent debate or conversations in this House of Commons from interfering unduly in a court proceeding.

Questions on the Order Paper  Mr. Speaker, there were no escapes from Okimaw Ohci Healing Lodge between the dates of January 1, 2008 and September 27, 2018. The Okimaw Ohci Healing Lodge does not accommodate conditionally released offenders. It only houses incarcerated offenders, as this is a CSC-operated facility, not a section 81 healing lodge.

Ethics  Mr. Speaker, the department of public prosecutions is in charge of the prosecution in this case. The defence has obviously a very eminent defence counsel. I have not seen any indication anywhere where the hon. gentleman opposite has been engaged to represent the parties in a legal dispute before the courts.

Justice  Mr. Speaker, there is a prosecution going on in Canadian law courts. Both sides in that important legal proceeding are competently represented by the Public Prosecution Service of Canada and by eminent defence counsel. They are pursing the documents they need. A court of law will determine the status of those documents and whatever rules of privilege or confidence apply to them.

Public Safety  Mr. Speaker, obviously, the views and the opinions of the correctional service officers who perform such excellent work in our facilities under very difficult considerations are very important to us. We also would take into account the best scientific evidence and the experience from around the world, which demonstrates that this program can be done effectively and safely.

Public Safety  Mr. Speaker, these types of programs are in use in correctional facilities in various locations around the world. They are based on scientific research and the best advice of health care professionals. The total point here is to prevent the spread of disease and to keep our institutions safer.

Questions on the Order Paper  Mr. Speaker, with regard to (a), on September 23, 2018, there were 17 offenders under the responsibility of CSC who were convicted of at least one terrorism-related offence. Fourteen of these offenders were in custody, and three were in the community under supervision. “In custody” includes all active offenders incarcerated in a CSC facility, offenders on temporary absence from a CSC facility, offenders who are temporarily detained in a CSC facility and offenders on remand in a CSC facility.
