We rely on the national security agencies, along with the Canadian Forces intelligence command, the foreign intelligence unit at Global Affairs Canada and allies to help us assess the depth and persistence of foreign interference in Canada. As we said, it's not new and it's not restricted to or targeted at Canada in particular.

The concept and the problem and the severity of foreign interference are well documented. That there were attempts at foreign interference in the 2019 and 2021 federal elections has been documented and is quite transparent in the reports done by Jim Judd and Morris Rosenberg, so I acknowledge that foreign interference has been attempted.

It investigates and provides information to decision-makers, up to and including the Prime Minister. I agree with the Prime Minister.

We share information with those people who have security clearances or who are in roles of authority in which they can make decisions. The unlawful sharing of information and the inappropriate sharing of information, I believe, jeopardize our national security and institutions.

I think it is important to talk about foreign interference and the electoral process. A public inquiry will have the same limitations that this committee does in that we cannot talk about national security information in a public forum.
