Cree-Naskapi (of Quebec) Act  Mr. Speaker, I believe we are all on the same page. It is a pleasure to speak to the third reading of Bill C-28. Certainly, it is no mystery by now why I support this bill, nor why the hon. members of the House have united to ensure that this bill passes. Bill C-28 begins a new chapter in one of the country's great aboriginal success stories: the story of the Cree of Eeyou Istchee.

The member's motion calls for improved economic outcomes for first nations, Inuit and Métis, and a commitment on treaty implementation and meaningful consultation on legislation with aboriginal peoples in Canada.

House debate  Mr. Speaker, the Aboriginal Healing Foundation is still operating. It began in 1998 with its program and, as of now, we still have 22 of its locations still operating. Where it is not operating, which has been in many parts of the country, even in that 12-year period, we have Health Canada-funded clinics, most often community driven, in first nations communities.

However, I think we have served a public interest. At this time, I would like to take this opportunity to thank the speakers, the questioners, the interested members and the people who have continued to watch all or part of this debate.

Aboriginal Healing Foundation  Mr. Speaker, before, during and after AHF we will continue to have programs and services available that are aboriginal led at the community level. Why does the member for St. Paul's continue to perpetuate that that is not the case? We have explained this multiple times this evening.

Aboriginal Healing Foundation  Mr. Speaker, I am going to go on the same theme again. We have Health Canada with a footprint in more than 600 communities across the country. We have 200 first nation communities in British Columbia alone. We have 17 AHF programs, one in my riding. It is on a small island, which is part of my riding, and accessible to one band only out of the 24.

Indigenous and Northern Affairs committee  We would like to thank our member of Parliament Mr. Ryan Leef, our Yukon senator Hon. Daniel Lang, aboriginal affairs and northern development minister, the Honourable Bernard Valcourt, and the former minister, the Honourable John Duncan. Now is the time to come together as leaders, as chiefs and premier, and as neighbours to find a way to make these amendments work in a way that fits with our values.

This landmark legislation before us today would put into force the Maa-nulth First Nations final agreement, a historic accord reached by the Maa-nulth first nations, the Government of British Columbia and the Government of Canada.

Post-Secondary Education  Mr. Speaker, we continue to work on options to ensure the affected students complete their academic year. That is our primary concern. As previously stated, we will not be renewing the funding agreement with First Nations University. In terms of discussions with the province the department continues to look at a wide range of options for the funding.

Post-Secondary Education  Mr. Speaker, the department has been working since 2005 with the university to address longstanding and systematic problems. There have been allegations of mismanagement of funds, audit information handed to the RCMP commercial crimes unit, and politicization of the board on all issues.

Cree-Naskapi (of Quebec) Act  Mr. Speaker, I listened to the speech of the NDP aboriginal affairs critic with interest. During questions and comments we heard the member talk about the process that was used for Bill C-28, the Cree-Naskapi act, in terms of consultation and so on. We also heard very similar comments from the opposition parties in terms of how Bill C-5, An Act to amend the Indian Oil and Gas Act was developed.

Family Homes on Reserves and Matrimonial Interests or Rights Act  Madam Speaker, I am very pleased to stand and support Bill C-8, the Family Homes on Reserves and Matrimonial Interests or Rights Act. My concern in all the developments today on this bill is that we are losing sight of the objective. The objective is that we have a legislative vacuum.

Committees of the House  Mr. Speaker, there have been discussions among the parties and I think you will find unanimous consent for the following motion. I move: That, in relation to its study of the subject matter of Bill S-6, An Act to amend the Yukon Environmental and Socio-economic Assessment Act and the Nunavut Waters and Nunavut Surface Rights Tribunal Act, seven members of the Standing Committee on Aboriginal Affairs and Northern Development be authorized to travel to Whitehorse, Yukon Territory, in the winter-spring of 2015, and that the necessary staff accompany the committee.
