Immigration and Refugee Board  Mr. Speaker, I thank the hon. member for the question. Clearly since 1989 when the IRB was set up, it has been used by both Conservatives and Liberals as a point for patronage. That ended on March 16. I announced a variety of changes to the system. The system will be merit based.

Refugees  Mr. Speaker, we have a very fair process. There are at least four avenues of review or appeal on every application. It is always looked at with common sense, fairness and transparency. Canadians can be very proud of the system we have in place.

Refugees  Mr. Speaker, as she knows, I am not able to comment on a particular case, but all cases are given full and due process. When people seek sanctuary in a church, we do not go after them. We have a very fair process. One of the processes that is often criticized is that we are too fair.

Citizenship and Immigration  Mr. Speaker, I am pleased to tell the House that over 149,000 people became new citizens last year. We process all applications as swiftly as possible all the time.

National Defence  Mr. Speaker, the IRB has a very difficult job. It reviews thousands of heart-rending cases every year. This is just one example of another one. There are many avenues of appeal in our immigration refugee system. My understanding is that the individual referred to has put one of the options in place through a humanitarian and compassionate grounds appeal.

Petitions  Mr. Speaker, pursuant to Standing Order 36, I would like to present several bundles of petitions on behalf of the constituents of my riding of York West and from the greater Toronto area. The petitioners call upon Parliament to pass legislation to recognize the institution of marriage as a union between one man and one woman to the exclusion of all others.

The Environment  Mr. Speaker, I wonder how many members know that most of our provinces are leading the way on the recovery and recycling of empty beverage containers. In fact, almost every province recovers at least 73% of containers, saving municipalities millions of dollars per year. However, in Ontario, Manitoba and for some containers in Quebec, recovery is much lower.

Specific Claims Resolution Act  Madam Speaker, the principle of the new system that Bill C-6 proposes is very simple. Both the Government of Canada and the first nations would much rather negotiate than litigate. Having such a centre as proposed by Bill C-6 means first nations would have an effective means to deal with outstanding grievances, thus helping to remove an enormous roadblock to economic development in communities that we all care very much about.

Specific Claims Resolution Act  Madam Speaker, I am pleased today to rise to speak in support of Bill C-6, the specific claims resolution act to establish the new claims resolution centre, something that has been many years in the coming. The bill is a cornerstone of the government's overall strategy to have a new system to resolve specific claims which will be more efficient than the process we have now and give first nations the tools of self-sufficiency that will enable them to play a fuller part in the life of this country.

Criminal Code  Mr. Speaker, I have to say that what the member is alluding to in his questions relates specifically to stories about a leaked draft report. Naturally until we actually see the report, it is assumptions that are being made. I can assure the hon. member that it is very important to us on this side of the House as it is to members on that side of the House to ensure value for money and transparency and that Canadians get value for their money.

Aboriginal Affairs  Mr. Speaker, last week the Standing Senate Committee on Aboriginal Peoples, chaired by Senator Thelma Chalifoux, released its final report “Urban Aboriginal Youth: An Action Plan for Change”. The report makes 19 recommendations and outlines a concrete strategy to create opportunities for aboriginal youth in urban communities.
