Controlled Drugs and Substances Act  Mr. Speaker, during the study of the opioid crisis, the health committee heard that improved access to mental health services would also support people who use drugs. In addition, the committee heard that access to mental health services for front-line workers is critical to ensure their wellness and continued ability to provide support to others.

Controlled Drugs and Substances Act  Mr. Speaker, this crisis is affecting people, even in rural communities. It is not just an urban issue. I live in a region with high child poverty. Unfortunately, we are seeing children who are experimenting with drugs and they are ending up in urban centres. They need help. When the health committee conducted an emergency study into the opioid crisis, the first recommendation it made, with all-party support, was to declare the opioid overdose a national public health emergency.

Controlled Drugs and Substances Act  Mr. Speaker, medical experts have been clear that there is an alarming lack of access to publicly funded detox and treatment centres in Canada. Certainly as politicians we know this. The health committee's recent report on the opioid crisis made three specific recommendations calling for significant new federal funding for public community-based detox and addictions treatment.

Job Losses in the Energy Sector  Mr. Chair, I want to thank the member for her passionate speech. I know she cares about the people in her community, and so do we, so do British Columbians, her neighbours. We stand shoulder to shoulder with our brothers and sisters who are struggling right now. I am really disappointed that we are not having a conversation tonight about how we got here, how we did not protect communities, when we have downturns like this, by putting money aside, like Norway did, to buffer us from situations like this.

Job Losses in the Energy Sector  Mr. Chair, one thing we people in British Columbia have in common with our sisters and brothers in Alberta is that we know boom-and-bust economies. Right now I know loggers in the forests who are working in raw logs. They do not want to see wood shipped out of our country without adding value.

Job Losses in the Energy Sector  Mr. Chair, one thing my colleague across the aisle and I have in common, both coming from resource-based communities in British Columbia, is that we certainly understand boom and bust economies. Port Alberni, my hometown right now, has an unemployment rate of 10%. I really sympathize with people in your community who are struggling to make ends meet as oil prices are low.

Canada-European Union Comprehensive Economic and Trade Agreement Implementation Act  Mr. Speaker, we hear so much about trade. I keep hearing the words “free trade” or “free traders”. It is an ideology that everything is for free, and it makes me nervous. I feel like I am in a used car lot, where someone is trying to sell me a $40,000 car and it is almost free. The person says I will be given $2,000 if I buy the car.

Canada-European Union Comprehensive Economic and Trade Agreement Implementation Act  Mr. Speaker, I want to thank the leader of the Green Party, the member for Saanich—Gulf Islands, for bringing up some very valid concerns around CETA. One thing she did not touch on very much was that this will be the first time that foreign-owned vessels and foreign crews will be allowed to transport goods between Canadian ports, and it will open up domestic dredging contracts to foreign suppliers.

Canada-European Union Comprehensive Economic and Trade Agreement Implementation Act  Madam Speaker, when I hear my colleague from Windsor West speak, I hear someone who has wisdom and understands the issue. He lives on our border with the the United States and deals with trade every day. He sat for many years on the all-party committee for Canada and the United States.

Canada-European Union Comprehensive Economic and Trade Agreement Implementation Act  Madam Speaker, there is another part of this deal that is very troubling to my constituents, the residents of Vancouver Island. It is the maritime section of CETA. The International Longshore and Warehouse Union released a statement about this portion of the trade deal. In that statement, they said, “The maritime section of CETA will destroy the Canadian maritime industry as it exists today by ending what is known as cabotage.”

Canada-European Union Comprehensive Economic and Trade Agreement Implementation Act  Madam Speaker, I want to thank the member for his speech, his hard work on the international trade committee, and for talking about public consultation. The Prime Minister and the Liberal Party often talk about there being no relationship more important to the Government of Canada than that with Canada's indigenous people.

However, he did not talk about how CETA will, for the first time, legally allow foreign-owned vessels and foreign crews to transport goods between Canadian ports, which is called cabotage, and will open up domestic dredging contracts to foreign suppliers.

Canada-European Union Comprehensive Economic and Trade Agreement Implementation Act  Madam Speaker, in the NDP, we actually do support trade. We understand the importance of trade but we want to get it right. I live in a rural community, and for decades we have seen wealth and jobs leave rural communities, so we want to get it right this time. To do that, we need to do an economic impact study and a proper analysis so that we can protect communities.
