Supply  Mr. Speaker, when the Bloc has its convention, the Bloc members can choose their leader and decide how to do that transition. We are doing exactly the same. On November 14 we will choose the next leader of the Liberal Party. The Prime Minister has already indicated what his plans are.

Supply  Mr. Speaker, I am pleased to have the opportunity to speak to a motion which I think is quite outrageous. For any of the viewers who are trying to follow the debate, the Bloc motion reads as follows: That, although the Prime Minister has a mandate and should be able to end it as he chooses, given the democratic imbalance that currently prevails and that results in the government's decision making occurring outside this House, and more broadly outside any public institution, this House calls upon the Prime Minister to leave office as soon as possible after November 14, 2003.

Public Library Month  Mr. Speaker, October is Public Library Month and I am pleased to rise today to pay tribute to the importance of libraries and the work of librarians. Libraries provide free and easy access to resources and information for lifelong learning, creativity and culture. They are the gateway to global communication and electronic information networks, and form an integral part of our social and intellectual infrastructure.

Alcatel  Mr. Speaker, I am pleased to rise today to congratulate Alcatel on once again winning a significant international contract. Alcatel Transport Solutions Division, based in my riding, was selected to design and supply major improvements and upgrades to the London underground to meet increased passenger demands on its tube lines.

Women's History Month  Mr. Speaker, October is Women's History Month when many women will be recognized for the ways they have helped shape Canadian society. I am proud to stand in the House today to celebrate Dr. Emily Howard Jennings Stowe for her contribution in the field of medicine. Dr. Stowe began her career as a teacher in Ontario and at the age of 23 became Ontario's first female school principal.

Government Contracts  Mr. Speaker, as the minister has indicated, I think we are doing a very thorough step by step process of looking at all aspects of the issue. The Auditor General is looking into it. The RCMP is looking into it. At the conclusion of the investigation, if there are any further steps to take, they will be taken.

Centro Calabria Festival  Mr. Speaker, Canada is a country gifted in diversity, language and culture, and I am proud to recognize and be part of our rich mosaic. I recently had the pleasure of attending an event organized by the Federation of Calabresi of Ontario which represents more than 200,000 Ontarians of Calabrese descent.

Government Contracts  Mr. Speaker, as I mentioned last week, any time issues of wrongdoing are raised the department and the minister look at it. They reviewed it and re-tendered the contract.

Government Contracts  Mr. Speaker, I suggest the member might want to check to make sure this is working effectively on that side of the House. As I indicated earlier, we take anybody who raises an issue of any kind of conflict or issues regarding any contract very seriously. We looked into the issue and we re-tendered the contract.
