National Defence  Spoken like a space cadet in training, Mr. Speaker. We have learned that the fighter jets will be part of the secret agreement signed by the Prime Minister and the American government. Is it surprising that Robert Gates came here last week to say that we have to purchase the F-35?

National Defence  Mr. Speaker, we all know that the government is spending hundreds of thousands of dollars to ram the F-35 aircraft down Canadians' throats. Ministers' tours, generals' tours—we have never seen anything like it. Even worse, they are making the same announcements more than once and claiming that some contracts are in jeopardy.

National Defence  Mr. Speaker, Canadians will be glad to know that I am defending taxpayers' money. The Minister of National Defence says the F-35 can be modified to be compatible with Canada's refuelling tankers within the, and I quote, “current budget allotted for the F-35”. Could the minister please inform Canadian taxpayers how much this additional modification will cost?

Questions on the Order Paper  With regard to Statistics Canada and the census: (a) is Statistics Canada currently spending money to assess the value of the data it will collect from the new, voluntary National Household Survey (NHS) as compared to the value of the data previously collected from the mandatory long-form census; and (b) is Statistics Canada transferring any questions from the NHS to the 2011 Census of Population questionnaire which would render the questionnaire different from that published in the Canada Gazette, Part I on August 21, 2010?

National Defence  Mr. Speaker, the point is not whether it can be refuelled, it is the fact that the government forgot that there are hundreds of millions of dollars of extra cost because it did not plan for it. It is getting more expensive every day. Today we discover that this plane cannot be refuelled except by paying hundreds of millions of dollars more.

National Defence  Mr. Speaker, today we learned that the fighter jet the government wants to buy, the F-35, cannot be refuelled mid-air unless, of course, we spend hundreds of millions of dollars more. When will the Prime Minister wake up and launch an open competition to save taxpayers billions of dollars and to create thousands of guaranteed jobs?

Democratic Representation Act  Mr. Speaker, I have a very specific question for the minister, just to make sure I understood him correctly. He said that the number of seats in Quebec will be based on the population of Quebec according to the 2011 census divided by 108,000, but will not be less than the current number, which is 75.

National Defence  Mr. Speaker, the Minister of National Defence no longer has any credibility on the F-35 file, none whatsoever. An open competitive process in Canada? It did not happen. A guaranteed fixed price? It is not true. A total of $12 billion in spinoffs? There are no guarantees. A total cost of $16 billion?

National Defence  Mr. Speaker, unlike the Minister of National Defence, I proudly served in the Canadian Forces. The Minister of National Defence is incredible. He is not even consistent. He says that it is a done deal but that is wrong. He says that it is a fixed price but that is wrong. He says that it is on time but that is wrong.

National Defence  Mr. Speaker, in order to be the Minister of National Defence, a person must be both competent and honest. We talk a lot about the taxpayers' money. The facts contradict the minister on the issue of the F-35s. There was no competitive bidding process in Canada to choose a new aircraft, and the cost per aircraft is not guaranteed.

National Defence  Mr. Speaker, from one class act to another, the minister of defence does not understand his job. He has also deliberately misled Canadians from the beginning. He says that there is no Canadian competition: not true. He says that the price is guaranteed: also not true. He says that we will get $12 billion in industrial benefits: prove it.

Census  Mr. Speaker, our researchers have warned us that eliminating the mandatory long form census will force them to look to the private sector for the information they need. They will also have to use the research funds provided by the federal government to purchase this data. We already know that the Conservatives' plan will cost an extra $30 million and provide less reliable data.
