Financial Administration Act  moved that Bill C-270, an act to amend the Financial Administration Act (session of Parliament), be read the second time and referred to a committee. Madam Speaker, the purpose of this bill is fairly straightforward. It is to prevent the kind of abuse that the House suffered under the former government in 1989 when Governor General's special warrants were used and the regular supply proceedings available to the government were avoided.

Last summer Canada, the United States and Mexico concluded two agreements which were additional and complementary to the North American Free Trade Agreement.

Excise Tax Act  moved that Bill C-32, an act to amend the Excise Tax Act, the Excise Act and the Income Tax Act, be read the third time and passed. Mr. Speaker, Bill C-32 contains the legislative provisions to implement a number of excise and income tax changes announced over the past four months.

House Of Commons Standing Orders  There has been work over the years by the Parliamentary Centre for Foreign Affairs and Foreign Trade under the leadership of Peter Dobell. The House has benefited as well from commentary on procedural matters by journalists such as Hugh Winsor, Doug Fisher and, yes, Bob Fife. In the immediate past weeks we also benefited from constructive discussions with the Official Opposition, with the Reform Party and with other members.

Petitions  Madam Speaker, I have two petitions. The first is from citizens of Peterborough who draw to the attention of the House that in spite of the fact that the United Nations has adopted resolutions affirming the rights of the East Timorese people to self-determination, the Indonesia military, which continues to occupy East Timor, has inflicted violence and has caused the deaths of hundreds of thousands of East Timorese.

Department Of Public Works And Government Services Act  Mr. Speaker, Bill C-52 combines previously dispersed functions in government into the new Department of Public Works and Government Services. At first sight it is a technical bill, a necessary but technical piece of legislation to make the combinations. It is becoming apparent from the debate that there is more to the legislation than that.

Customs Tariff  moved that Bill C-5, an act to amend the customs tariff, be read the second time and referred to a committee. Mr. Speaker, I am pleased to introduce for consideration by the House Bill C-5, an act to amend the customs tariff. The legislation I am introducing today seeks to extend the general preferential tariff, commonly referred to as the GPT, for another 10 years.

Customs Tariff  Mr. Chairman, I would remind the hon. member that Mexico is now a NAFTA country and does not come under the GPT. It is under the North American Free Trade Agreement. Again let me stress that the GPT is only a minor part of our trade relationships. It is a minor part of our total foreign relationship with any country.

Questions On The Order Paper  Mr. Speaker, I am pleased to rise today to present a petition signed by numerous residents, many from Kingston, but others from other parts of Canada, in which they call upon Parliament to support an arms embargo against Indonesia. They call upon the Indonesian government to free all political prisoners and end Canadian government funding for the promotion of trade with Indonesia in light of that country's flagrant human rights abuses against the East Timorese.

Code Of Conduct  Mr. Speaker, I have a question for the hon. member. In her speech she indicated she was supporting the Bloc amendment which would delete any reference to the Senate in the motion. She appears to treat senators as non-parliamentarians by saying only elected members of Parliament are entitled to participate in this process and only they should be subject to guidelines.

Supply  Mr. Speaker, I think the hon. member for Kindersley-Lloydminster in his comments is being perhaps a little unfair in judging the previous Liberal government. Those of us who ran in the 1988 election had fond memories of the very excellent previous Liberal government and we feel that Canadians were duped into voting for the Conservative Party in 1988 because they seemed to believe that free trade would bring unbounded prosperity to Canada.

As chairman of the Standing Committee on Procedure and House Affairs, this matter is of great interest to me, since it has already been referred to my committee. 1599 I know that the previous speaker, the hon. member for Fraser Valley West, will want to share his ideas with the committee, as well as the hon. member for Bellechasse who spoke earlier.
