Government Contracts  Mr. Speaker, as I indicated previously, we are not aware of any RCMP investigation into this particular contract. Issues were raised to the minister and he felt it was better to turn around and retender this contract.

Daniel Bohan  Mr. Speaker, I am proud to rise today to celebrate the appointment of Reverend Daniel J. Bohan by Pope John Paul II as auxiliary bishop for the Archdiocese of Toronto. I am particularly proud because Bishop Bohan is from my hometown of Moncton, New Brunswick. Reverend Bohan grew up in Moncton and was a parish priest in the diocese for 36 years.

Agriculture  Madam Speaker, I rise today as a member of the Liberal rural caucus to commend our Minister of Agriculture for his commitment to Canadian farmers. Since a single case of BSE was found in Canada, our minister has worked tirelessly to ensure the safety of Canadian consumers and livestock through a comprehensive investigation and by taking all necessary steps to control the situation.

Chief Actuary Act  Mr. Speaker, I can assure the member that even with his cold and his voice cracking he has made his points very well. I think, as parliamentarians, we all want to ensure that small business as big business are treated fairly and adequately. I will pass on the issues that have been raised this evening to the minister.

Chief Actuary Act  Mr. Speaker, I am pleased to have the opportunity tonight to respond to the request from the member for New Brunswick Southwest that the Minister of Finance recommend that the Standing Committee on Finance examine the pricing practices of Moneris Solutions. Let me begin by stating that the federal government does not generally regulate the pricing of financial services.

Toronto Police Services  Mr. Speaker, I am delighted to rise today to congratulate the winners of 31 Division, Toronto Police Services, 3rd Annual Bursary Awards given to young people in my riding who have shown outstanding academic achievement at secondary school. These bursaries will allow them to continue their studies at a post-secondary institute.

Poetry Competition  Mr. Speaker, it gives me great pleasure to rise today and applaud a talented group of students from St. Anthony Catholic School in Toronto. From among a national competition, their poems have been chosen by the Poetry Institute of Canada to be published in an anthology of verse entitled Treasure Chest .

Urban Affairs  Mr. Speaker, the Federation of Canadian Municipalities recently held its annual conference in Winnipeg, attended by city leaders from all across Canada. I want to take this opportunity to congratulate FCM and its work on behalf of Canadian cities. The Prime Minister's caucus task force on urban issues, the national round table on the environment, and many other organizations helped to move the urban agenda forward.

Petitions  Mr. Speaker, pursuant to Standing Order 36, I rise today to present a petition on behalf of my constituents. The petitioners wish to draw to the attention of the House section 13 of the Canada Post Corporation Act that discriminates against rural route mail couriers who do not have the same pay or working conditions as other mail couriers with Canada Post.

Public Service Modernization Act  Mr. Speaker, that is absolute rubbish. All of us are working together to ensure the security and safety of Canadians. We are making sure that those trucks are safe and clear and that they can get fast passage across the border. Similarly, we expect the U.S. to make sure that trucks coming into our country are not putting our Canadians in danger.
