Racial Discrimination  Mr. Speaker, today is International Day for the Elimination of Racism. I rise today to remind all Canadians about the meaning of tolerance and respect for one another. Particularly in these troubling and difficult times, when war and fears of terrorism are ever present, the issue of racial discrimination has become even more prominent.

Energy Innovation  Mr. Speaker, I am pleased to rise today to congratulate Norwest Precision Limited, a business in my riding of York West that has registered as an industrial energy innovator under Natural Resources Canada's program for energy conservation. The president, Sam Falcitelli, has made a long term commitment for his company to be an energy innovator and to support Canada's goal to reduce greenhouse gas emissions through greater energy efficiency.

Transportation Amendment Act  Madam Speaker, I think often things go around in a circle. There is a recognition of the importance that rail lines play in our country to help us meet a variety of targets environmentally and to ensure that the air quality and all the environmental issues are looked up. There are many places where rail lines have been removed.

Transportation Amendment Act  Madam Speaker, one of the recommendations that we made in our task force report to the Prime Minister was that Canada needed to have a national transportation transit strategy. The blueprint that the Minister of Transport laid out clearly starts us in that direction. There is much consultation and work to be done to ensure that the strategy that we want to see in the future will be the one that Canadians want to see and that we do a proper job.

Transportation Amendment Act  Madam Speaker, the hon. member points out the very issues that we are looking at in this legislation in ensuring that we meet the needs of those in the west, that we ensure we have a viable industry and that the Canadian Wheat Board and others utilize the rail lines for the efficient services that we want to see continue, as is currently the case.

Transportation Amendment Act  Madam Speaker, I am pleased to speak to Bill C-26 and the importance of this legislation for the country. Moving people and goods efficiently, safely, securely and in an environmentally respectful way is vital to our economy. As Canada's national passenger rail service, VIA Rail has an important role to play: providing safe, high quality, efficient passenger service to Canadians.

Assisted Human Reproduction Act  Mr. Speaker, I am pleased to rise to set the record straight on a couple of issues that have been addressed during the debate today. I will begin with human cloning since it is one of the rare issues on which the House agrees. We are united in our opposition to human cloning. Canadians have clearly shown that they too support this goal.

The Budget  Madam Speaker, it is interesting to hear the member's interest in sniffing dogs. The last time I went through the airport was a couple days ago. I have to tell members that the amount of investment that has gone into security issues in our airports to ensure the safety of each and every person who uses the airports is quite overwhelming.

The Budget  Mr. Speaker, I am glad to have another opportunity to talk a bit about this infrastructure program. The strategic infrastructure program was initially introduced to target the problems that we were seeing in our large cities, Toronto, Montreal, Vancouver, Calgary and so on. We are targeting this for projects that are in excess of approximately $75 million.

Employment Assistance  Mr. Speaker, 2003 marks the 10th anniversary of the self-employment assistance program in Toronto, a unique program that provides opportunities for unemployed Canadians. Through Social and Enterprise Development Innovations, a national organization based in Toronto that manages the SEA program on behalf HRDC Canada, unemployed Canadians are given support and guidance to set up their own businesses and become self-sufficient.

Government Contracts  Mr. Speaker, I thank the member for his question. This specific review relates to the administration of the sponsorship program. There are other measures being taken, including a review by the Auditor General of over 700 files, as well as reviews ongoing by the RCMP on a broader scope.

Government Contracts  Mr. Speaker, as I indicated earlier, there is an ongoing investigation. We are looking into all elements of this. It is important. We want transparency and accountability in our government. We intend to pursue that, at the same time respecting the legal and HR obligations that we owe as a government.

Criminal Code  Mr. Speaker, I am pleased to participate in today's debate on Bill C-20, an act to amend the Criminal Code, the protection of children and other vulnerable persons, and the Canada Evidence Act. As hon. members know, Bill C-20 proposes a number of criminal law reforms that seek to better protect children against sexual exploitation, abuse and neglect, to facilitate testimony by child victims and witnesses and other vulnerable victims and witnesses in criminal justice proceedings, and to create a new offence of voyeurism.
