Mackenzie Valley Resource Management Act  Madam Speaker, I want to thank my hon. colleague from Northwest Territories for his question. We are both members of the Standing Committee on Finance and I am well aware of his strong commitment to the needs of the people in his riding, which is huge. The short answer to his question is that I totally agree with him.

Our government was elected on a clear promise to rebuild the relationship between Ottawa and indigenous peoples. This bill is another concrete example of how we are walking the talk.

Business of Supply  Mr. Speaker, I am a bit disappointed to see that our NDP colleagues still have not learned their lesson. In 2015, they did not develop their own fiscal framework. Instead, they adopted the Conservatives' fiscal framework, which generated the weakest economic growth since the Great Depression of the 1930s, before the Second World War.

Business of Supply  Mr. Speaker, thank you for the opportunity to participate in this debate. Before I begin, I want to say that I will be sharing my time with the member for Winnipeg North. During the last federal election, Canadians had a choice between the plans for austerity and cuts proposed by the Conservatives and, sadly, the NDP, and our plan to invest in the middle class to build an economy that works for Canadians.

Budget Implementation Act, 2018, No. 2  Mr. Speaker, the hon. member for Louis-Saint-Laurent is known for his bombast, but the problem is that his comments on pollution pricing mean nothing. He knows full well that our proposal is, I dare say, a Conservative principle. We want to put a price on pollution. The very concept of an economy involves putting a price on the production inputs required for our economic activities.

Budget Implementation Act, 2018, No. 2  Mr. Speaker, my colleague from Guelph talked about the measures in the budget which deal with making sure that there are no tax avoidance strategies, especially ones which would take money out of Canadian corporations and take it overseas. This is an important issue. Could the member please speak to that part of the budget implementation act?

Budget Implementation Act, 2018, No. 2  Mr. Speaker, I want to start by apologizing to my esteemed colleague from Pontiac. He is doing a fabulous job of representing the people of Pontiac, Quebec, the riding next to mine. In my speech, I mentioned the tornado and how it affected Hull and Aylmer, but I forgot to mention Pontiac, which also suffered serious damage.

Budget Implementation Act, 2018, No. 2  Mr. Speaker, I thank my colleague from Alberta for his question. Before answering, I would like to look at the premise for his question. First, he said that this is a tax and that the revenues will go into government coffers. That is not at all the case. What we announced is very clear and I mentioned it in my speech.

I want to talk about what I consider one of the most important aspects of the bill, which is the environment and climate action.

Social Development  Madam Speaker, we have known for years that the Conservative Party's idea of helping Canadian families is to send cheques to millionaires. That is what they did under Stephen Harper and the fact that they voted against the Canada child benefit and indexing that benefit shows that they have not changed one bit.

Taxation  Mr. Speaker, all Canadians should feel they have an equal opportunity to benefit from a growing economy. The system should be fair for everyone. While the wealthy engage in aggressive tax planning to avoid paying taxes, middle-class Canadians depend on programs and services. Our government has worked hard to tackle aggressive tax avoidance, but we know we need to work with our international partners to crack down on tax avoidance at home and abroad.

Therefore, I will ask the question in French. Why did the previous government never indict any of the terrorists who returned to Canada?

Corrections and Conditional Release Act  Mr. Speaker, I thank my hon. colleague from Durham for his questions and comments. I appreciate him asking his question in a reasonable tone of voice. However, I do not want him to misrepresent my comments by saying that we are going to lock people up in their cells. Yes, there must be consequences, and we have to protect not only society, but also our correctional officers.
