Fairness at the Pumps Act  Mr. Speaker, I am glad to have the opportunity to speak to Bill C-14, the so-called fairness at the pumps act. To paraphrase the Bard, the bill is full of sound and fury, or should I say full of a certain amount of self-righteousness, signifying nothing or very little. The issue of gasoline pricing has been at the top of the minds of Canadians for many years.

I am sure that the member for Outremont would like to introduce them to his leader, given that the NDP is still waffling on keeping the registry. Will he do it? However, my question is for the Conservatives' Quebec lieutenant.

Firearms Registry  Mr. Speaker, the fact of the matter is that the Quebec Conservatives follow their leader like sheep. As for the leader, he follows the pro-gun lobbyists. What other explanation is there for the comments by the member for Montmagny—L'Islet—Kamouraska—Rivière-du-Loup to the effect that the firearms registry has nothing to do with the Polytechnique tragedy?

Canadian Naval Centennial  Mr. Speaker, I joined the Canadian navy at the age of 16, lured by the dream of adventure on the high seas. I rise today to commemorate the Canadian Naval Centennial. On this day in 1910 the Canadian navy came into existence when the Naval Service Bill received royal assent under the leadership of Wilfrid Laurier.

Firearms Registry  Mr. Speaker, yesterday, the Bloc Québécois joined the Conservatives to prevent groups fighting to keep the firearms registry from being heard at the hearings on that registry. The Bloc has decided that it would be better to substitute pro-gun lobbyists for these groups. They would rather hear people like Tony Bernardo, who believes that by saving nine lives annually, gun control has an insignificant impact.

Business of Supply  Mr. Speaker, the member summarized it very well. The reality is that the minister, when he talked about the valley of death, was speaking his mind, perhaps far too candidly for the occasion, and did not appreciate the difficulties and, in fact, the anguish that people in northern Ontario are going through.

I want to mention today that I was involved as a witness at the time when MDA, MacDonald, Dettwiler and Associates, was being reviewed under the Canada Investment Act as to whether it would be of net benefit to Canada for this company to remain in Canadian hands or not.

Petitions  Mr. Speaker, I rise to present a petition to the House concerning a very serious issue, that of child pornography and victimization. The petitioners draw the attention of the House to the fact that the creation, use and circulation of child pornography is condemned by the clear majority of Canadians, that the CRTC and Internet service providers have a responsibility for the content that is being transmitted to Canadians, and that anyone who uses the Internet to facilitate any sex offences involving children is committing an offence.

Philip Osano  Mr. Speaker, I would like to congratulate Philip Osano on receiving the International Development Research Centre Doctoral Research Award. Mr. Osano is a geography PhD student at McGill University. His research is focused on producing a qualitative analysis of poverty-reduction programs aimed at protecting conservation zones in Kenya.

Access to Information  Mr. Speaker, it has become very clear that the Prime Minister wants to keep Canadians in the dark. He has decided to impose a culture of secrecy and to govern against the will of Canadians by covering up the truth. Thirteen departments received below average marks or completely ignored the access to information deadlines set out in the legislation.
