École Polytechnique Tragedy  Mr. Speaker, every December 6 for the past 33 years has served as a sorrowful reminder that violence against women happens every day. The Polytechnique tragedy shook our collective conscience and brought the lives of 14 brilliant young women to an abrupt end. It is our duty, one and all, to remember this shocking event.

Sport Hunting  Mr. Speaker, when I was younger and studying at the Université du Québec à Chicoutimi, I had the opportunity to visit the Saguenay's magnificent parks and to share with my friends the love of nature and hunting. I was also able to enjoy the famous Lac‑Saint‑Jean tourtière, which is made with seven types of game meat.

The Environment  Mr. Speaker, protecting species at risk and working hard to achieve our conservation objectives is a priority for my constituents. We know how important wild species and natural spaces are to our way of life, and we also know that nature is a crucial ally in our fight against climate change.

Digital Charter Implementation Act, 2022  Madam Speaker, I appreciate the concern the member brings with that question. We have many definitions of “minor”, but it is generally understood that it is the different provinces that would legally establish who a minor is. We can understand it being youth using the Internet, and we need to make the extra effort to protect them and ensure they have the tools to protect themselves.

Digital Charter Implementation Act, 2022  Madam Speaker, I know that my colleague opposite is very interested in this matter because our personal information was leaked by a Quebec financial institution. That was very worrisome. I believe that it is in the business interests of financial institutions to protect their customers and not to lose them.

Digital Charter Implementation Act, 2022  Madam Speaker, that is a very interesting question, which I believe has come up at different times in this Parliament and previous Parliaments. It is an area, I am sorry to say, that I do not have a lot of insight into, but the overriding principle of safeguarding the information of Canadians has to be first and foremost, especially for any political party that hopes to earn their votes.

Digital Charter Implementation Act, 2022  Madam Speaker, I will be sharing my time with the member for York Centre. I am pleased to rise in the House today to speak to the digital charter implementation act, 2022, in particular the aspect on the consumer privacy protection act. If I have time, I will also discuss the artificial intelligence and data act.

Digital Charter Implementation Act, 2022  Madam Speaker, I appreciate the speech from the member for Windsor West, especially around the issue of artificial intelligence. This is a brand new area. How does the member feel about the importance of this, and does he feel we are ready to legislate in this area? I know it is an area of concern for my constituents, and I would like to hear the member's thoughts on that.

Public Complaints and Review Commission Act  Madam Speaker, we in Châteauguay—Lacolle have a major border crossing at Lacolle. Admittedly, we do receive complaints, from time to time, about problems people have experienced at the border, but I also get calls from officers who work at the border. As we know, they have to deal with a whole range of legislation and regulation; however, cutbacks in recent years have limited training in particular.

Anniversaries in Châteauguay—Lacolle  Mr. Speaker, organizations and their volunteers are the heart of community life across Canada. They help to make our lives better, ensure a social safety net and strengthen community ties. Today, I want to mark the anniversaries of two wonderful organizations in my riding of Châteauguay—Lacolle.

Fall Economic Statement Implementation Act, 2022  Madam Speaker, I have had the pleasure of participating in debates with my hon. colleague on social housing in our region. I think he knows that projects are under way and people are working on it. To hear him speak, it is as though the people working for FROHME and for co-operatives back home were doing nothing.

Fall Economic Statement Implementation Act, 2022  Madam Speaker, I have worked in the field as a social worker, and I know how important the employment insurance program is as a safety net. It has actually expanded over the years, as it started as something very basic after World War II, then over time it has continued to be used.

Fall Economic Statement Implementation Act, 2022  Madam Speaker, I was saying that I am here to represent my constituents, who were frustrated when Bill S-207 was rejected but are happy about Bill C-32, which we are discussing today. They are happy because this government bill contains precisely the measures my constituents need across every sector.

Fall Economic Statement Implementation Act, 2022  Madam Speaker, I would like to inform you that I will be sharing my time with the member for Cowichan—Malahat—Langford. I am pleased to rise today in support of Bill C‑32. The economic statement presented by my colleague, the member for University—Rosedale, the Deputy Prime Minister and Minister of Finance, earlier this month once again demonstrates how committed our government is to helping those most in need, to helping Canadians deal with the rising cost of living and the housing crisis, just as we are helping Canadian businesses.

Finance  Mr. Speaker, on November 3, the Government of Canada announced its 2022 fall economic statement. This update outlines the government's plan to continue to help Canadians with the cost of living and to build a Canada where nobody gets left behind. At a time when people are asking for help, can the Minister for Economic Development for the Regions of Quebec explain how the new measures will have a political impact on the lives of Canadians?
