Jonquière Médic  Mr. Speaker, today I want to tell the House about a unique service offered to the people of Jonquière, Quebec. Jonquière Médic is an inspiring success story. Since 1982, Jonquière Médic has been making free house calls to provide medical care. They currently have six dedicated doctors who arrange their schedules to make these calls.

Petitions  Mr. Speaker, I am honoured to present a petition from residents of Jonquière regarding automatic enrolment for the guaranteed income supplement. The federal government recently announced a new process to automatically enrol seniors for the guaranteed income supplement, but automatic enrolment will not apply to all eligible individuals when they turn 64.

International Trade  Mr. Speaker, the Trump administration is threatening to revisit its tariffs on our aluminum and steel products this week, but the government is keeping mum. Quebec accounts for most of Canada's primary aluminum production and our communities are worried. Are they doomed to endure another period of uncertainty?

International Trade  Mr. Speaker, farmers in Quebec and Saguenay—Lac-Saint-Jean are troubled by the government's lack of clarity on NAFTA negotiations. The liberals cannot be trusted to prevent our supply management system from being further undermined. In addition to softwood lumber and aluminum, new sectors risk being hit.

Pensions  Mr. Speaker, the government has so far failed to come up with any solutions to help workers and retirees who have been negatively affected by recent bankruptcy proceedings, such as the closure of Sears. At this weekend's Liberal convention, the party encouraged the government to finally do something.

International Trade  Mr. Speaker, many industries in Quebec are very concerned about the NAFTA negotiations. There is no guarantee that our aluminum industry will be protected from tariffs imposed by the United States and that the Liberals will keep their promise to protect supply management. The government must reassure producers as well as all the workers.

Questions Passed as Orders for Returns  With regard to the Dairy Farm Investment Program (DFIP) announced on November 10, 2016, to support the productivity of the dairy sector: what farms have received DFIP funding in the federal riding of Jonquière, broken down by name, date of funding and amount received for the (i) City of Saguenay, (ii) Town of Saint-Honoré, (iii) Municipality of St-Ambroise, (iv) Municipality of Saint-Fulgence, (v) Municipality of Sainte-Rose-du-Nord, (vi) Municipality of Saint-Charles-de-Bourget, (vii) Municipality of Bégin, (viii) Municipality of Saint-Nazaire, (ix) Town of Labrecque, (x) Municipality of Lamarche, (xi) Municipality of Larouche, (xii) Municipality of Saint-David-de-Falardeau?

Public Services and Procurement  Mr. Speaker, I would like to remind members that it was the Liberal government that implemented the Phoenix pay system. Public servants and the unions told the Liberals to delay its implementation, and yesterday we learned that IBM had advised the government to delay the system's implementation because it was just not ready.

Public Services and Procurement  Mr. Speaker, the Liberals have lost the benefit of the doubt on the icebreaker file. Yesterday, we learned that talks with Davie have stalled and that there is a secret plan to acquire a new fleet of icebreakers for Canada. We need these contracts and those ships, both for the jobs they provide and to ensure reliable icebreaking services for regions like Saguenay—Lac-Saint-Jean.

Dairy Industry  Mr. Speaker, dairy producers are tired of the Liberals using them as bargaining chips. CETA and the TPP alone will cost producers over $300 million per year, and there is no telling how much the Liberals will leave on the table in NAFTA negotiations and talks with Mercosur. Will the Liberals stop using them as bargaining chips?

Business of Supply  Mr. Speaker, I would like to have my colleague’s opinion on the Standing Committee on Public Safety and National Security. The members of his government voted against having the national security advisor appear before the committee. The mixed messages coming out of his government have led to a lot of confusion and frustration for all Canadians.

Questions Passed as Orders for Returns  With regard to the operating budget of the Canada Revenue Agency’s Jonquière Tax Centre: (a) what was the Centre’s budget between April 1, 2016, and March 31, 2017; (b) what were the operating expenditures, broken down by (i) type of expenditure, (ii) date of expenditure, for one-time expenditures; and (c) how many salaried employees worked at the Centre, broken down by (i) job category, (ii) tasks and position, (iii) salary?

The Budget  Madam Speaker, I thank my colleague for his speech. Earlier, we were talking about agriculture, and I would like to have his opinion. The budget mentions agriculture, but there is also forestry. Quebec is dealing with the spruce budworm, which will have serious consequences. However, there are no tangible solutions or funding envelopes specifically for Quebec to help with its research and to achieve its goals.

The Budget  Mr. Speaker, the government has announced very few measures for the regions, specifically Quebec regions and the riding of Jonquière. That will directly affect regional industrial development. For example, the lack of icebreaker services can have a tremendous negative impact on our regional economy.
