Business of Supply  Madam Speaker, the last point in our motion is to instruct the Standing Committee on Procedure and House Affairs to report back to this House, to create recommendations on who should lead the commission and to put forward the terms of reference that need to be included in that study.

Business of Supply  Madam Speaker, I want to thank the hon. member for allowing me to bring forward one of the points that my brilliant colleague from Esquimalt—Saanich—Sooke raised earlier. We are asking for the government and for a committee of this Parliament to do the work that is necessary. If we were to call an election right now, we would be going in with the exact same rules that we have now and potentially the exact same problems that we have now.

Business of Supply  Madam Speaker, before I start, I would like to inform you that I will be sharing my time with the member for North Island—Powell River. I want to thank members of the House for providing me with the opportunity to talk today about this motion. The New Democrats, of course, are disappointed by the recommendations from the special rapporteur.

Business of Supply  Mr. Speaker, again, I would really like to hear from my hon. colleague, who brings a great deal of information and wealth of knowledge to this debate, about doing that work. The NDP has clearly put forward a path here. As my colleague has mentioned, it is consistent with being the adults in the room, being committed to doing the work and ensuring that a path is laid out and that there is a plan.

Points of Order  Mr. Speaker, I rise on a point of order in relation to the vote that just occurred. Apparently, there were two members who voted with their app but no photo appeared, so we would like clarification on the validity of their vote, and this is for future context as well. It was the member for Fredericton and the member for Prince George—Peace River—Northern Rockies.

Business of Supply  Madam Speaker, being from London, I am so incredibly grateful that the hon. member talked about the incredible work of Dr. Andrea Sereda, who is doing fantastic and life-saving work in London, Ontario. Among the things that she and I spoke about, she said that harm reduction has to be about more than safe supply; it needs to be about conversations in terms of why people turn to things that dull the pain they feel.

Business of Supply  Madam Speaker, in his speech, the member said that Conservatives want to meet people where they are at. However, repeatedly we have said that people need options. Safe supply, treatment and abstinence programs offer different approaches and services, and they give people in those situations choices.

Criminal Code  Madam Speaker, my hon. colleague mentioned in her speech the poor crafting of the original bill, the massive amounts of amendments introduced by the Liberals and then, of course, the work done by her colleagues, of which she is so proud. I am incredibly proud of the work my colleagues did to bring forward common-sense amendments to make the bill better.

Questions on the Order Paper  With regard to the defence policy review of “Strong, Secure, Engaged”, announced in budget 2022: (a) what is the total number of contracts signed for professional and management services with third-party service providers; (b) what are the details of all contracts in (a), including the (i) company the contract was awarded to, (ii) value of the contract, (iii) date the contract was awarded, (iv) expected deliverables; and (c) reflected as a number and a percentage, what is the total number of contracts in (a) that were (i) sole-sourced, (ii) awarded through a competitive bidding process?

Questions Passed as Orders for Returns  With regard to the Canadian Armed Forces (CAF) reconstitution measures, since October 6, 2022: (a) what is the total number of contracts signed for professional and management services with third-party service providers; (b) what are the details of all contracts in (a), including the (i) company the contract was awarded to, (ii) value of the contract, (iii) date the contract was awarded, (iv) expected deliverables; and (c) reflected as a number and a percentage, what is the total number of contracts in (a) that were (i) sole-sourced, (ii) awarded through a competitive bidding process?

Strengthening Environmental Protection for a Healthier Canada Act  Madam Speaker, I want to highlight the fact, which I really appreciate, that the minister opposite said that the NDP is right. I love to hear that and I would love to hear it some more. Some of the report stage amendments in the bill are actually looking to require the government to engage in indigenous and public consultations in regard to the introduction of new living organisms, including those genetically engineered, which my colleague was asking about.

Business of Supply  Madam Speaker, if you seek it, you will find unanimous consent for the following motion. I move: That, notwithstanding any standing order, special order or usual practice of the House, during the debate on business of supply pursuant to Standing Order 81(4) later today: (a) the time provided for consideration of the Main Estimates in committee of the whole be extended beyond four hours, as needed, to include a minimum of 16 periods of 15 minutes each; (b) members rising to speak during the debate may indicate to the Chair that they will be dividing their time with one or more other members; and (c) no quorum calls, dilatory motions or requests for unanimous consent shall be received by the Chair.

Privilege  Madam Speaker, at the beginning of his speech, the member talked about the incredible beauty, hospitality and kindness of the people of China when he visited there. Then he spoke, of course, about the need for the public inquiry. I certainly hear this from people in my area who are of Chinese descent and background, Chinese Canadians.

Housing  Mr. Speaker, tenants on Webster Street in London were horrified to learn their apartment building was being sold to a corporate profiteering landlord. This month 20 people are being renovicted, including an 83-year-old woman on a fixed income. She will lose her home and simply cannot afford to move to a new place that will charge her double the rent.

Budget Implementation Act, 2023, No. 1  Mr. Speaker, I will build upon my colleague's question earlier to the minister about the resources that have been provided to St. Thomas in terms of the Volkswagen plant. At lot of people in my area are excited about that for sure. There is a lot of conversation about job creation.
