Export and Import Permits Act  Mr. Speaker, I would like to state clearly that our government takes very seriously the export of arms to countries around the world. We have a robust process in place to ensure that we consider the end-user and end use in issuing any export permits for arms headed to countries around the world.

Export and Import Permits Act  Mr. Speaker, I appreciate the hon. member properly quoting me. I was misquoted by the Conservative opposition a number of times on Thursday. I appreciate the member quoting me properly. The member started by providing tepid support for this bill. Allow me to warm the water a little by assuring him that, in fact, the regulations that will implement the criteria will be public.

Export and Import Permits Act  Mr. Speaker, I disagree completely with the comments my colleague made. It saddens me to do that because we have worked so well together on other pieces of legislation. I think of bill S-226, and I know through that work that he understands the important role Canada has to play in the world in upholding human rights and the rule of law and holding people to account on some of the bad things that happen in the world.

Export and Import Permits Act  Mr. Speaker, I want to thank my colleague for sharing that piece of correspondence from his constituent. I am happy to share the proper reply to that constituent with him, and he is welcome to take it. It would go a lot like this: The goal of the Arms Trade Treaty—and this is for my friend's constituent—is to ensure the international trade in conventional arms does not contribute to international conflict and instability.

Export and Import Permits Act  Mr. Speaker, I thank my colleague, who is from a rural community not far from Ottawa. I know is proud to represent his rural Franco-Ontarian community. I also know he did extensive research that shows that this bill will not affect people in his community, as the Conservatives like to repeat over and over again.

Situation in Myanmar  Madam Speaker, I hope that my colleague opposite will allow me to ask a question in French even though it is late because we have not had a lot of discussion in French this evening. I appreciate her support for Canada's leadership on the world stage and her suggestions for how we might play an even bigger role.

Situation in Myanmar  Madam Speaker, I want to take the opportunity to once again state on the record the important role our government, under the leadership of our Prime Minister and the Minister of Foreign Affairs, has taken, being forceful on the commitment Canada has to help see a solution to the ongoing crisis in Rakhine State in Myanmar and with the Rohingya population.

Situation in Myanmar  Madam Speaker, it is important to clear the record and state unequivocally that the matter of how Canada can continue to intervene and play a leadership role on the situation in Myanmar, on the crisis that is facing Rakhine State, and on the situation facing the Rohingya was raised by our Prime Minister in his meetings with his counterparts at the UN General Assembly last week, in addition to the leadership provided by the Minister of Foreign Affairs in her bilateral meetings with a number of allies.

Situation in Myanmar  Mr. Speaker, it is important to clearly put on the record the fact that the Prime Minister discussed solutions to the situation in Myanmar in his meetings with counterparts at the UN last week. I have heard a number of colleagues talk about how this was not the case. It needs to be clearly stated that significant and serious conversations were had at the UNGA by both the Prime Minister and the Minister of Foreign Affairs about how Canada could continue to play a leading role in helping to find a solution to the current crisis with the Rohingya in the Rakhine State.

Situation in Myanmar  Mr. Speaker, certainly we recognize the dire situation, ongoing in Myanmar, of the Rohingya. This government, this Prime Minister, and our Minister of Foreign Affairs have been clear that the responsibility for solving this issue and this crisis falls squarely upon the shoulders of Aung San Suu Kyi and the military leadership in Myanmar.

Situation in Myanmar  Madam Speaker, thanks to my colleague for her participation in this debate this evening, as well as to my colleague from Sherwood Park—Fort Saskatchewan for raising this important matter as he has many times. Certainly I appreciate hearing the member opposite ask that we continue to espouse Canadian values and work with countries around the world to build their capacity as it relates to respect for human rights, peaceful pluralism, and the rule of law.

Export and Import Permits Act  Mr. Speaker, I would like to thank my colleague for his speech. On this side of the aisle, we share his view that it is time for Canada to reclaim its role as a world leader. We are working hard every day to reaffirm that Canada is here to help make the world a safer, fairer, and more peaceful place.

Export and Import Permits Act  Madam Speaker, my colleague indicated toward the beginning of his speech, and I do not want to directly quote him and misquote him as he misquoted me, that he seemed to agree with the intent of the bill, which would allow Canada to accede to the Arms Trade Treaty and ensure that international trade in conventional arms would not contribute to international conflict and instability that we know negatively impact women and children more than a lot of other vulnerable groups.
