Strengthening Environmental Protection for a Healthier Canada Act  Madam Speaker, I am pleased I can finally say that the Canadian Environmental Protection Act is going to be revised and modernized. It would be an understatement to say that it is about time. For more than 20 years—nearly 25 years, actually—successive federal governments have not given this law the attention it needs.

We had a wonderful opportunity to demand action on air pollution and the labelling of hazardous substances in consumer products. In his speech, my colleague referred to the European Union. Let us look at the example of GMO labelling.

When our party was not recognized, we could not move our amendments in committee either. Instead of asking a question, I would like to make a statement. I must commend the member for Saanich—Gulf Islands for the excellent work that she has done and was able to deliver to the Standing Committee on the Environment.

Business of Supply  Mr. Speaker, so far this morning, all I have heard is people saying it is not their fault, it is someone else's. That is what we are seeing in the House of Commons in terms of this motion. On the one side, the Liberal Party says it is doing a lot for Canadians, but it is not actually doing much.

Business of Supply  Madam Speaker, I would like to thank my colleague, who said in his speech that he was once the mayor of a municipality. I will build on that. In today’s motion, it is surprising to see the Conservative Party claiming that the federal government knows more about the housing needs and priorities of Quebec and the provinces than the Quebec government and the municipalities do themselves.

Budget Implementation Act, 2023, No. 1  Madam Speaker, in her speech, my colleague said that nothing is working here in Canada. The Bloc Québécois also finds that most of the time the government is just treading water, when there is a lot more that could be done for Canadians. For example, the government launched two consultations focusing on agriculture.

Budget Implementation Act, 2023, No. 1  Madam Speaker, May 1 is International Workers' Day. It is also the day of those who are losing their jobs. I am thinking of them today because there is nothing in the budget for the overhaul of employment insurance before 2030. It had been promised for summer 2022. After that, we were told it would happen in the fall of 2022.

Budget Implementation Act, 2023, No. 1  Madam Speaker, given that today is May 1, International Workers' Day, I want to ask my colleague a question about workers, or rather about workers who lose their jobs. Beginning with budget 2021-22, the government intends to take nearly $17 billion out of taxpayers' pockets between now and 2030 by dipping into the EI fund.

On page 56 of the “Statement and Impacts Report on Gender, Diversity, and Quality of Life”, the companion paper to the budget, there is a measure entitled “Future Arctic Offshore Oil and Gas Development”.

The Budget  Madam Speaker, I thank my colleague with whom I work on the Standing Committee on Environment and Sustainable Development. I really enjoy the work that we are able to do together, but when it comes to the budget, we have differences of opinion on the matter of the environment. How does the government not see that carbon capture and storage is just a greenwashing campaign dreamed up by the oil and gas industry in an attempt to appear willing to work towards net zero?

There is one expenditure that the Bloc Québécois is opposed to, and I would like to hear his comments on this subject. Billions of dollars are being allocated in a crafty scheme involving grey hydrogen and carbon storage.

The Budget  Madam Speaker, absolutely, getting everyone around the table and being able to talk about innovation funds and so on is important. However, I just came from a committee where we talked about what happened with Imperial Oil in Alberta. When company representatives are sitting around a table, it becomes clear that there are people who listen, people who do not listen at all and people who do not consult at all.

The Budget  Madam Speaker, that is a whole other topic, but we do know that herbicides and pesticides are bad for human health, so that is what we need to focus on. That is true for all pollution. It affects people's health. This has been proven and calculated. Its economic impact has even been measured.
