Small Business  Mr. Speaker, the pandemic-related lockdown measures dealt a hard blow to the tourism and hospitality sector, the backbone of the economy of West Vancouver—Sunshine Coast—Sea to Sky Country. Small businesses throughout my riding have been clear that the Canada emergency wage subsidy has been a lifeline without which they would have had to close their doors for good.

Business of Supply  Mr. Chair, our government has spoken against the negative pattern of Russia's irresponsible and destabilizing behaviour, as well as its blatant disregard for human rights at home and abroad. Russia continues to repress any opposition voices. This includes Alexei Navalny and his supporters, who have been jailed, criminally prosecuted and continuously intimidated.

Business of Supply  Mr. Chair, as a follow-up to that question, I was hoping the minister could elaborate on this: What type of sanctions has the Government of Canada imposed upon Russia at this point?

Business of Supply  Mr. Chair, in today's uncertain global landscape, it is essential to have an effective, rules-based international system that promotes and protects the interest and prosperity of all Canadians. The current system is based on a respect for international law and the territorial integrity of the states, and guided by the fundamental premise that no country can accomplish alone what we can accomplish together.

SPCA Fundraiser  Mr. Speaker, for many, changing the way we treat our climate and animals are tasks so daunting that they do not know where to start. This was not so for 10-year old Cody Kelso who, inspired by Terry Fox before him, walked 115 kilometres from Gibsons to Powell River with his mother, Megan, to raise money to make change.

Tourism Industry  Mr. Speaker, while all Canadians have been hard hit by the pandemic, Canada's tourism sector has been perhaps the hardest hit. Not only were the people and businesses in this sector among the first to be impacted by COVID-19, when economies reopen, the tourism sector will still take some time to recover.

Fisheries and Oceans  Mr. Speaker, British Columbians are concerned about the steep decline of wild Pacific salmon. When the people of West Vancouver—Sunshine Coast—Sea to Sky Country elected me, they expected me and this government to take action to protect and restore this iconic species. With this in mind, could the Parliamentary Secretary to the Minister of Fisheries and Oceans please update the House on what our government is doing to protect and restore wild Pacific salmon?

The Budget  Mr. Speaker, I thank my colleague for her important question. When we talk about the cost of having a national child care program, we need to consider if we can afford this and we need to consider if we can afford not to do this. This is the most important measure that we can implement right across the country to ensure that we can grow our economy, more than anything else.

The Budget  Mr. Speaker, I will be sharing my time with my colleague from Scarborough—Rouge Park. I am proud to join the debate today to speak in support of this historic budget, the first ever tabled by a female Minister of Finance and the most important budget in my lifetime. Budget 2021 will help Canadians recover from COVID-19, and it lays the foundation for a stronger, more resilient and more equitable future.

The Budget  Mr. Speaker, Canada is being hit by the third wave of COVID, and we know that Canadians need support now as much as ever. Programs such as the wage subsidy, the rent subsidy and the emergency business account have been a lifeline to Canadian workers, families and businesses, but they fear these will sunset by the summer.

Telecommunications  Madam Speaker, for years the Highway of Tears has been an unsafe route for indigenous women and girls. Families of missing and murdered indigenous women and girls, and survivors have highlighted the connection between these heinous acts and the gaps in cellular service along Canadian highways, especially in rural and remote areas.

United Nations Declaration on the Rights of Indigenous Peoples Act  Madam Speaker, as I mentioned in my speech, it is high time that we pass this. It is high time that we implement this in Canada. It has been over 14 years since the declaration was passed. There have been many strong efforts to finally move ahead with this in Canada. While this process takes place, important progress has been made on implementing some of the principles, but we need to have this as a framework and an action plan so that we reform all types of legislation across the country.
