I'm familiar with the orders of the day when we're speaking to the House of Commons and the procedures that take place there. What I have in front of me is a notice of meeting, and I believe it was indicated that the time that we would like to hear from the CRTC started about 10 minutes ago—no, we're supposed to be done, aren't we?

Canadian Heritage committee  Thank you, Chair, and thank you, Kevin. I am bringing a motion forward to the floor. I'm moving that during this time. The motion reads as follows, and I'm happy to provide this in both French and English today: Given that the Chair of the CRTC, Ian Scott, testified at this Committee on May 24, 2022 that Bill C-11 as currently drafted allows for the regulation of user content; and given that the Bill C-11 Charter Statement tabled in the House of Commons on April 1, 2022 states online user content would not be subject to broadcasting regulations under Bill C-11 as currently drafted; The Committee: 1) Ask the Minister of Justice to provide a revised Charter Statement on Bill C-11 as soon as possible. 2) Invite the Minister of Justice and the Minister of Canadian Heritage accompanied by relevant department officials to appear before the committee as soon as possible to discuss the revised Charter Statement.

Canadian Heritage committee  Thank you. Madam Chair, you talked about the importance of looking ahead, and, sure, I think we can all agree to that. That's no problem. We can look ahead and anticipate what's to come. However, what I believe is perhaps unreasonable in this scenario is that we're being asked to put forward amendments without yet having heard all of the testimony that is to be brought forward to this committee.

Canadian Heritage committee  Thank you, Chair. Mr. Denton, I'm hoping you can weigh in here. There's been a lot of talk around the Broadcasting Act and it needing to “be updated”. It's said that this is what Bill C-11 is all about. However, in your opening remarks you would say otherwise. I'm hoping that perhaps you can talk a little bit about how this bill is actually quite regressive in nature and how it brings speech under the control of government through the categorization of “broadcasting”.
