Canada Steamship Lines  Mr. Speaker, I have indicated that tax havens are a threat to the tax base of all industrial countries. There is not a nation in the G-7 and there is not a nation in the G-20 that is not concerned about tax havens. The finance minister rightfully indicates that this is of concern to Canada.

Canada Steamship Lines  Mr. Speaker, I would like to remind the House and the hon. member that when the Prime Minister was the minister of finance he in fact led the G-7 and the G-20 nations in trying to make an arrangement with respect to these tax treaties. That consensus was not forthcoming. It continues to be a problem.

Canada Steamship Lines  Mr. Speaker, I do not want to engage in the rich fantasy life of the Bloc Québécois. In truth, to engage in this pejorative exercise that somehow or another some bill gets passed to favour a particular company is just utter nonsense. The issue is that tax havens exist. If the Bloc members want to suggest to Canadian businesses that they can no longer operate in tax havens, then I welcome them to make that suggestion.

Hazardous Products Act  Madam Speaker, I thank my colleagues for their generous support of the bill. They supported it through first reading and second reading, at the committee stage and were very helpful in getting it out of the committee unanimously. Their remarks today were quite generous and I appreciate each and every one of them.

2002 Winter Games  Mr. Speaker, honesty pays. I rise in the House today to honour a great Canadian champion, Becky Scott from Alberta, who represents our country in the sport of cross-country skiing. Among her many achievements in world and Olympic competitions, Becky Scott was awarded a bronze medal at the 2002 Winter Games.

Terry Painter  Madam Speaker, I rise today to pay tribute to the life of Terry Painter. Terry was known to many as the godfather of motocross on Vancouver Island. A motorcycle enthusiast for more than 30 years, Terry was a keen competitor and won many great titles and championships. Along the way he won an even greater number of friends among his fellow racers and competitors.

Assisted Human Reproduction Act  Mr. Speaker, I must admit some temerity in wading into this debate given that this is a fairly complex issue, which a committee has studied for a great deal of time. Around here one likes to focus on the issues that are of greatest concern to Canadians and focus on those issues exclusively.

Pakistan  Mr. Speaker, the president of Pakistan recently visited Canada on an official state visit. His cooperation on the terrorism file is appreciated by all of the world's countries that want to see the realization of peace and security for their citizens. However, there is no peace or security for Pakistan's Christians.

Appointment of Judges  Madam Speaker, I thank the hon. member for his timely motion. I think it is well put. Judicial activism is not new. What is new however is the Charter of Rights and Freedoms and the authority it gives our judiciary in scrutinizing legislation. Canadians were seemingly given a gift by the Parliament of Canada in 1982.

Today I had 400 e-mails in my office alone, so I understand the dynamic and I understand what is involved here.

Supply  Mr. Speaker, I think in all candour I will refer to a presentation at the justice committee by Professor Allen, from the University of British Columbia, I think it was. He read Hansard after the debates on no fault divorce. His comment was that pretty well no one in the House, either ministers or MPs, actually predicted the consequences of this small change to the Divorce Act.

Supply  Mr. Speaker, we certainly had a tumultuous summer on this subject. I do not know whether my constituents are more irritated by the decision itself or the fact of the irrelevancy of Parliament to this debate. Parliament has spoken at least three times on this subject in the last few years: once in a free vote in 1999 in an overwhelming vote of 216 to 55 in favour of the traditional definition; in 2000 on Bill C-23 and again on a harmonization bill and both of those were whipped votes.

Foreign Affairs  Mr. Speaker, this month Sri Lanka experienced a devastating flood which killed and injured hundreds of people and made many homeless. This is just one more disaster for the people of Sri Lanka. As we know, the people of Sri Lanka have experienced civil war for the last 20 years, which has been disastrous for the tiny island nation.
