Criminal Code  Madam Speaker, I thank my colleague for his question. I have a great deal of respect for him. I have no issues with lists of criminal organizations right across this country. The challenge I have in my riding, as in a lot of rural ridings, is how we quantify that and get down to it, etc.

Criminal Code  Madam Speaker, I am always grateful to stand up and represent my constituents of Bruce—Grey—Owen Sound. However, in this case, I am representing all legal firearms owners, our law enforcement, our military, our security forces around the country and even our Parliamentary Protective Service.

Criminal Code  Madam Speaker, the member talked about military-style assault rifles. Could she provide me with the definition of what a military-style assault rifle is? She mentioned the AR-15s, which were banned by the order in council of May 1, 2020. Could the member please let the House know how many crimes have been committed in the history of Canada with AR-15s?

Questions on the Order Paper  With regard to the government’s evacuation of Afghans during the fall of Kabul in August 2021 and the testimony at the Special Committee on Afghanistan on May 2, 2022, by Global Affairs Canada (GAC) officials that GAC is the lead department for international consular situations and similar evacuation emergencies as established under Canadian law, and that they always do lessons learned exercises in these situations: (a) were these lessons learned exercises interdepartmental with GAC, as well as the Department of Citizenship and Immigration, and the Department of National Defence, and, if not, why not; (b) on what dates were the lessons learned exercises conducted; (c) when were the associated reports (i) produced, (ii) published; and (d) how can the (i) public, (ii) parliamentarians, view the reports?

Questions Passed as Orders for Returns  With regard to the First-Time Home Buyer Incentive (FTHBI), announced by the government in 2019 and from September 30, 2019, to date: (a) how many applicants have applied for a mortgage through the FTHBI, broken down by (i) year, (ii) province or territory; (b) of the applicants in (a), how many applicants have been approved and accepted mortgages through the FTHBI, broken down by province or territory; (c) what is the total value of incentives (shared equity mortgages) under the program that have been issued, in dollars, broken down by year from 2019 to date; (d) for those applicants who have been issued mortgages through the FTHBI, what is the mean value of the mortgage loan; (e) what is the total aggregate amount of money lent to homebuyers through the FTHBI to date; (f) how many applicants have applied for a mortgage through the FTHBI, broken down by year in the federal electoral district of Bruce—Grey—Owen Sound; (g) how many applicants in the federal electoral district of Bruce—Grey—Owen Sound who have applied for a mortgage through the FTHBI have been approved, broken down by year; and (h) what is the total aggregate amount of money lent to homebuyers in the federal electoral district of Bruce—Grey—Owen Sound through the FTHBI to date?

Questions Passed as Orders for Returns  With regard to the 35% tariff imposed on farm fertilizer sourced and purchased from the Russian Federation prior to March 2, 2022: (a) to date, how many orders of product has this new tariff applied to; (b) how many individual farms have been impacted by the 35% fertilizer tariff, broken down by province; (c) did the government consult with farmers when developing sanctions on agricultural products sourced from the Russian Federation; (d) can non-Russian flagged ships carrying Russian sourced fertilizer dock at Canadian ports to unload; and (e) is the government considering exempting fertilizer from sanctions given global food security concerns as a result of the ongoing war in Ukraine?

Foreign Affairs  Madam Speaker, first off, I offer my congratulations to the member for Milton for his promotion, in my view, to become the parliamentary secretary of defence, as I guess that is why he is answering the question tonight. The parliamentary secretary failed to answer the question.

Foreign Affairs  Madam Speaker, I appreciate the opportunity to come back tonight and question the Minister of National Defence or the parliamentary secretary and follow up on a question that I asked on March 22, a number of months ago, about the fact that the people of Ukraine are fighting for their freedom, their democracy and even their lives.

Criminal Code  Madam Speaker, I rise on a point of order. In reference to the last Liberal speaker, I just want to point out and clarify that in the House she referred to assault rifles—

Criminal Code  Madam Speaker, I want to build off the question from my Conservative colleague and ask the minister to explain how businesses are supposed to take over this role of owning handguns for new enthusiasts. In my riding, I belong to the Owen Sound Revolver Club. It is out in the boonies.

Criminal Code  Madam Speaker, first, I would like to acknowledge the member's speech. He spent a lot of time talking about the root causes and the need to address those. To me, the key thing is to sort out the poverty, the drugs, the gangs and the crime in the country if we really want to get down to reducing gun crime.

Criminal Code  Madam Speaker, the minister talked about statistics and data, so I have a simple question about the facts and the data that I am sure the minister had before he brought this legislation forward. Considering that all legal handguns in Canada are restricted and registered, and we know statistically that law-abiding firearms owners are the most law-abiding demographic in Canada, I would like the minister to tell the House, out of all handgun crimes committed since 2015, how many were committed with legal handguns.

Criminal Code  Madam Speaker, my hon. colleague's speech was really fascinating and it triggered a memory of mine of Michael Sheehan's book, Crush the Cell: How to Defeat Terrorism Without Terrorizing Ourselves. That book talks about an aspect of cleaning up crime in New York. When they went after the subways and cleaned up the graffiti and cleaned up those lower crimes, that lowered crime writ large.

Criminal Code  Mr. Speaker, that was a very passionate speech that really hit home for me, as I have a young daughter. I just want the member to expand a bit. I could not agree more that we should be focused in the House on going after the root causes of issues such as gang crime and drugs, and helping our youth deal with addiction and mental health, etc.

Criminal Code  Madam Speaker, I have a two-part question for the member. The first part is that I agree with him that we need to do more for mental health and addictions, especially within our criminal system, so I would just like the member to explain where in Bill C-5 the Liberals address the needed resources for mental health and addictions.
