Business of Supply  Mr. Speaker, I want to thank my colleague for his speech, which really focused on the region of Lacolle, where migrants are entering Canada through Roxham Road. Lacolle is located in my riding. Its residents have come together on multiple occasions to ask questions, find out just what was happening, and learn about the safe third country agreement.

Petitions  Mr. Speaker, I have two petitions to table. The first is an e-petition signed by hundreds of Quebeckers. Canada imports large amounts of fish and seafood from Vietnam, and only about 3% to 5% of it is verified by the Canadian Food Inspection Agency. The Formosa steelworks dumped large amounts of toxic waste in the ocean in 2016, killing a huge number of fish and damaging the Pacific marine ecosystem along the coastline of central Vietnam, and despite this ecological disaster, Vietnam's exports of fish and seafood totalled $7 billion last year, which is why the petitioners are calling on the Government of Canada to pay special attention to inspections of fish, seafood, and derived products from Vietnam in order to ensure they are safe for the Canadian public to consume.

Petitions  Mr. Speaker, the second petition has been signed by about 100 people from Soulanges. Given that more than 80% of Canada's original wetlands have disappeared and that global warming is increasing, they feel that the importance of protecting wetlands has become very clear, and that the municipalities have no choice but to embrace ecological trends.

The Environment  Mr. Speaker, the firefighters who responded to the fire on the Kathryn Spirit did not even know if there were still hazardous materials on board. They had not even received the emergency plan. After seven years of mismanaging this file, the government is still taking a lax approach to safety.

The Environment  Mr. Speaker, according to the tender for the dismantling of the Kathryn Spirit, the contractor had to provide an emergency response plan 30 days before the work began. However, when a fire broke out in the wreck, the 75 firefighters who responded had to work without an emergency plan because the only thing that Groupe St-Pierre provided them was a layout of the vessel.

Status of Women  Mr. Speaker, the NDP presented its report card on women in budget 2018. It shows that the government has essentially failed when it comes to the most important issues for women. Nothing has been done to make it easier for women to access public transportation, which they use more than men and which is severely lacking in rural regions.

The Environment  Mr. Speaker, the Kathryn Spirit caught fire last Tuesday, and 75 firefighters were called to the scene. These firefighters saw thick black smoke billowing from the blaze, and they are extremely worried about what they might have breathed in. I have other questions to ask. Were all the contaminants removed from the ship as planned?

Young Women and Girls  Mr. Speaker, can there be any further doubt about the passion, dedication, and mobilizing skills of young people, especially young women and girls? We in Quebec remember the impact of student leader Martine Desjardins. Last week, we got another demonstration of the impressive fighting spirit and eloquence of young women, when 800,000 people came together to demand stricter gun control in the United States.

Status of Women  Mr. Speaker, the recent budget is full of lofty rhetoric and missed opportunities. The government may claim to be feminist, but the fact is, the budget lacks substantive action to help women. When will we see meaningful action to encourage the hiring of women for infrastructure projects?

The Budget  Madam Speaker, I would like to ask a question of my colleague opposite, given that he is indigenous. The Liberals have long promised to eliminate the 2% cap related to investments in post-secondary education for indigenous peoples, but there is no mention of this in the budget.

The Budget  Mr. Speaker, I thank my colleague for her speech. I would like to know what she thinks about the Liberals' failure to invest in agriculture. We have heard almost nothing about it and we cannot really find any mention of agriculture in the budget. Our farmers are really worried these days.

The Budget  Mr. Speaker, I heard my colleague talk about infrastructure and investments in rural regions, and yet we are not seeing any investments in public transit. We also still do not know how the Liberals' much vaunted infrastructure bank is going to work. People are afraid because we have heard that small municipalities may never benefit from the infrastructure bank, since it will not fund projects worth less than $100,000.

Questions Passed as Orders for Returns  With regard to the Kathryn Spirit: (a) did Groupe St-Pierre seek rent for the land, the barge, or anything else, from the Mexican company that it sold the wreck to and, if so, how much was the rent for each; (b) did Groupe St-Pierre warn the government, when it bid with Englobe, that it had been fined for violating Quebec environmental legislation; (c) was the government aware that Groupe St-Pierre, either René St-Pierre Excavation or its affiliates, did not comply with Quebec environmental legislation and had a class action suit brought against it during discussions on the dismantling contract; (d) if the answer to (c) is affirmative, what action was taken in light of this information to the selection process during the call for tenders, particularly in terms of the points awarded to the Kathryn Spirit DJV consortium (the consortium); (e) what are the environmental and safety standards and rules that the consortium must abide by under the wreck dismantling contract; (f) what are the actions, reports, analyses, etc., that the Groupe St-Pierre must undertake for each department concerned in order to abide by the environmental and safety standards set out in the contract; (g) what are all the actions, reports, analyses, etc., that the departments must undertake to ensure public safety and compliance with environmental standards and to check that the consortium abides by them; and (h) since the contract was awarded, has the consortium violated any rules or standards of the contract and, if so, on which occasions, broken down by (i) date, (ii) rule or standard that was violated, (iii) description of the infraction encountered, (iv) end date of infraction, (v) the departments' actions to ensure it does not reoccur?

Questions Passed as Orders for Returns  With regard to federal spending in the constituency of Salaberry—Suroît, for each fiscal year since 2010–11, inclusively: what are the details of all grants and contributions and all loans to every organization, group, business or municipality, broken down by the (i) name of the recipient, (ii) municipality of the recipient, (iii) date on which the funding was received, (iv) amount received, (v) department or agency that provided the funding, (vi) program under which the grant, contribution or loan was made, (vii) nature or purpose?

Business of Supply  Mr. Speaker, it is odd hearing my colleague say that they are here to uphold the Canadian Charter of Rights and Freedoms, because I have the impression that, on the contrary, they started this debate to defend their ideology, which consists in working against women’s rights. It is true that the Liberals did a poor job of establishing criteria for the Canada summer jobs program.
