Questions Passed as Orders for Returns  With regard to the federal tobacco control strategy for fiscal years 2020-21 and 2021-22: (a) what was the budget for the strategy; (b) how much of that budget was spent within each fiscal year; (c) how much was spent on each component of the strategy, specifically (i) mass media, (ii) policy and regulatory development, (iii) research, (iv) surveillance, (v) enforcement, (vi) grants and contributions, (vii) programs for Indigenous Canadians; (d) were any other activities not listed in (c) funded by the strategy, and, if so, how much was spent on each of these activities; and (e) was part of the budget reallocated for purposes other than tobacco control, and, if so, how much was reallocated?

Criminal Code  Madam Speaker, I am pleased, as always, to stand and speak on behalf of the people of Vancouver Kingsway, bringing their concerns, ideas, hopes and aspirations to this chamber. As health critic for the New Democratic Party, I am always happy to see a bill that addresses the state of health in our country and proposes a solution.

Criminal Code  Madam Speaker, I would like to congratulate my colleague on this bill. The NDP will be supporting it, because we, as the party of health care, have been extraordinarily concerned about the deplorable conditions in long-term care, which COVID may have exposed but which have existed for a long time.

Health  Mr. Speaker, Conservative premiers want to take us back to the dark days of private health care. Ontario's Doug Ford openly talks about privatizing services. Heather Stefanson in Manitoba included it in her throne speech, and now Danielle Smith in Alberta wants patients to fundraise for their care.

Public Complaints and Review Commission Act  Madam Speaker, I certainly meant no disrespect. Does the hon. member believe that we can interdict our way out of this problem? What does she think about the prospect of trying a new approach, other than the failed war on drugs, to try to make sure that people can at least get the drugs they are addicted to from a pharmacy or some other place where they can be assured that the quality of the drugs they are getting will not kill them?

Public Complaints and Review Commission Act  Madam Speaker, one thing we could all agree on in this place is that the tragedy of the opioid overdose crisis is something that is of concern to everybody. I would point out, though, that opioid overdose deaths did not begin in 2015. I represent Vancouver Kingsway, and in the Lower Mainland thousands of people died of the opioid overdose crisis before that.

Public Complaints and Review Commission Act  Madam Speaker, I want to follow up on a thread that I started with his colleague from Langley—Aldergrove, which is testing the theory that we can interdict our way out of dealing with drugs, guns or other things coming across our borders. I have done some research and the U.S. border between Canada and the U.S., the longest undefended border in the world, has 12 million vehicles cross it every year.

Public Complaints and Review Commission Act  Madam Speaker, of course the NDP thinks it is a good idea, as I do, that this bill pass. The CBSA is the only major law enforcement agency in Canada without an independent review mechanism to oversee the bulk of its activity. That is an oversight that needs to be changed. I was interested in my friend's comments about interdiction at the borders, and I have done a bit of research.

Mr. Speaker, I am pleased to introduce this bill, an act to amend the Canada Labour Code, menstrual products. I would like to thank the member for Winnipeg Centre for seconding the bill and for her tireless advocacy for gender equity.

Fall Economic Statement Implementation Act, 2022  Madam Speaker, many economists, including Jim Stanford, have noted that the economic policy that is being used to combat inflation has historically led to a recession. Many economists are actually predicting a recession next year, and it is estimated that as many as 850,000 Canadian workers are at risk of losing their jobs as a result of that policy of quantitative tightening.

Does he believe that it is playing any role in the current inflation? Would he agree with the NDP that at a time of windfall corporate profits, it is time to bring in a windfall corporate profits tax?

Fall Economic Statement Implementation Act, 2022  Mr. Speaker, yes, I would agree with my hon. colleague that improving public programs such as dental care has an important economic effect on Canadians, as well as, of course, a profoundly important beneficial impact on their health. That is why the New Democrats put dental care on the national agenda.

What are the costs of dealing with the massive damage that was done in the Atlantic provinces through the climate crisis, the hurricane that just hit there?

There is not a single case to be made for any government in the world to be subsidizing the oil and gas industry or the production of fossil fuels. Not only is it unnecessary, but it is also counterproductive to what the world needs to be doing, which is reducing our carbon output.
