Ruth Bader Ginsburg  Mr. Speaker, September 18 was a dark day that mourned the loss of Supreme Court Justice Ruth Bader Ginsburg. Although she was a petite woman, she established herself as a giant on whose shoulders we stand. As a law professor, lawyer, judge and justice, she basically created the legal concept of gender discrimination and then set about challenging that discrimination in all of its forms.

COVID-19 Pandemic and Other Matters  Madam Chair, this pandemic has amplified innovation for commerce, for social justice and for communicating with family and friends through the Internet. We live in a world where the majority of Canadians rely on the Internet for work, social activity and entertainment. Canadians are spending more and more time online than ever.

Islamophobia  Mr. Speaker, on March 15, 2019, a terrorist stepped into two mosques in Christchurch, New Zealand during Friday prayers. He gunned downed 51 people and injured 49 others, women, men and children. On his weapon, he had the name of the terrorist who shot worshippers right here in Canada at the Quebec City mosque on January 29, 2017.

Status of Women  Mr. Speaker, when we talk about and take action on advancing the rights of women and girls in Canada and across the world, we do it with the knowledge that when society empowers women, we improve governance, we decrease conflict, we increase stability, we improve economic performance, we boost food security and health and we have better environmental protection and social progress for everyone.

Justice  Mr. Speaker, everyone has the right to a safe workplace, with fair treatment for all, no matter their gender or their gender identity. Sexual harassment impacts the health and the well-being of those involved, as well as their ability to perform their jobs to the best of their ability.

Citizenship Act  Madam Speaker, I did not speak in my remarks about what was in the citizenship handbook. I talked about my own education through the Canadian public school system, what impact that had on me, or lack thereof, and how much I would have wanted to learn more about the struggle of indigenous and first nations communities within Canada.

Citizenship Act  Madam Speaker, over my tenure here as a member of Parliament, having sat on the international human rights subcommittee, and really delving deep into the issues of indigenous rights across the world, when newcomers come to Canada, we want to ensure that everybody in our country knows that indigenous rights and the indigenous framework are very important issues to be highlighted for newcomers.

Citizenship Act  Madam Speaker, before I begin, I would like to recognize that we are gathered on traditional Algonquin territory here. I am grateful to have this opportunity to speak in support of our government's bill to revise the oath of citizenship. As we know, this bill responds to call to action number 94 of the Truth and Reconciliation Commission's final report.

Royal Canadian Mounted Police Act  Mr. Speaker, when it comes to consultation, our Liberal government has really gone above and beyond. We have had the largest number of consultations in government history over the past four years. The topic of the bill is not new. As I mentioned in my remarks, it has been discussed at length in the Senate.

Royal Canadian Mounted Police Act  Mr. Speaker, I look forward to the discussions and the receiving of expert testimony that will happen at committee once the bill reaches there. If this is an area that the member feels strongly about, it can be explored at the committee level, based on evidence that the committee would hear to make those decisions or amendments accordingly.

Royal Canadian Mounted Police Act  Mr. Speaker, in the last Parliament, I had a constituent call me who was frazzled and embarrassed. He did not know where to go when he felt he had been discriminated against at the border. He had a complaint to file against the CBSA and felt there was no recourse for him. He had nowhere to go to lodge such a complaint, which could have been used in a positive way to improve the process of how the CBSA operates at our borders.

Royal Canadian Mounted Police Act  Mr. Speaker, I believe 380 million dollars' worth of investments are being made. Tens of thousands of CBSA employees provide excellent service to people travelling across our borders, and we commend the hard work they do. The member opposite is right. We must ensure that all of our public service and government agencies that provide that support to Canadians are well maintained, well funded and efficient.

Royal Canadian Mounted Police Act  Mr. Speaker, before I begin my remarks, I would like to say it is wonderful to see you in that chair again. I am looking forward to following the great work that you have been doing in this Parliament and many others in the past. I welcome the opportunity to add my voice to the debate of Bill C-3 at second reading.

Business of Supply  Madam Speaker, I appreciate the member's very well-informed question. She is absolutely right that we must do so much more to combat violence against women and that the tragic nature of this crime is very systemic in how we tackle this issue. It is very unfortunate that members across the way are politicizing this tragic death of Marylène Levesque.

Business of Supply  Madam Speaker, numbers do not lie, and as I said in my statement, statistics show that recidivism has decreased. The 2017-18 numbers are significantly lower than they were, for example, in the Harper government era. As I also said in my remarks, we have to continue to take a comprehensive approach to combatting issues like these.
