Status of Women  Mr. Speaker, as the member opposite knows, we have been focused on and reviewing the Beijing accord. Our intention is to attend the international event that is taking place, which celebrates all women and the opportunities they have in the future. The Government of Canada has been very focused on International Women's Week.

Aboriginal Affairs  Mr. Speaker, let me be clear. We will have federal representation at the table, but we do not support a call for a national inquiry. This government moved forward in September of 2014 with an action plan to support aboriginal women and the violent crimes that are committed against them.

Aboriginal Affairs  Mr. Speaker, our government is focused and committed to preventing all forms of violence against women and girls. I think all Canadians know that our focus has been on supporting, preventing, and protecting these young women. Our government has put forward a bill to make sure that matrimonial property rights for women living on reserve receive the support that they require.

Zero Tolerance for Barbaric Cultural Practices Act  Mr. Speaker, the government has taken action in a number of areas dealing with eliminating violence against women and girls. I guess what I find most concerning is that when we put forward initiatives, the opposition simply says “no”, whether in response to our action plan to support aboriginal women and girls, the victims of crime, or to our national action plan against human trafficking, which obviously substantially impacts women.

Zero Tolerance for Barbaric Cultural Practices Act  Mr. Speaker, I have to say that I am surprised by this comment. Women and girls deserve to be protected. As I mentioned in my speech, if the member had been listening, there have been 726 projects since 2007 that focus particularly on eliminating violence against women and girls.

Zero Tolerance for Barbaric Cultural Practices Act  Mr. Speaker, I want to be very clear that early and forced marriages are simply unacceptable. I have been very clear on this. Our government has been very clear. These barbaric practices will not be practised in Canada. Young women and girls need to be protected. We know that, when young women are married under the age of 16, there are huge ramifications for their education and huge ramifications for their health.

Zero Tolerance for Barbaric Cultural Practices Act  Mr. Speaker, what occurs many times, as I have personally seen when standing in an emergency department, is that the young girl is scared. These young girls do not necessarily know where to go and do not know what their basic rights are. They do not know that these violent acts being committed against them are things they can simply say “no” to and that here on Canadian soil they will be protected.

Zero Tolerance for Barbaric Cultural Practices Act  Mr. Speaker, Bill S-7, the zero tolerance for barbaric cultural practices act, reflects the high priority that our government places on supporting women and girls to live their lives free of violence. As Minister of Status of Women, I am proud of the many actions our government has taken to address violence against women and girls, and Bill S-7 is yet another example of these efforts.

I spoke with numerous organizations across the country and was delighted to get their input so that we could move forward. What families are looking for is action.

I met with the president of NWAC and with numerous organizations privately in my office, with Status of Women officials, and also with families across the country. What is most important here is what families are looking for. Our government is taking action to make sure that women are safe and secure and that they are protected and supported in their time of need.

Rail Service Resumption Act, 2015  First, Mr. Speaker, let me correct the record. We are reviewing the decision taken at the Supreme Court, but it had to deal with the Government of Saskatchewan. It was about essential services, and that is not what we are discussing today. We are discussing making sure that CP Rail continues to function so that Canadians are protected.

Rail Service Resumption Act, 2015  Mr. Speaker, as I just mentioned, we have been working with these parties, both CP as well as the Teamsters, since November, providing conciliation and mediation services. I was sitting with the parties up until the deadline of when the strike action could be taken. We were very clear: If they were unable to get to an agreement themselves, would they consider voluntary arbitration or mediated arbitration?

Rail Service Resumption Act, 2015  Mr. Speaker, having spent a significant amount of time with both parties, I can say that there are a number of issues still on the table, as both parties would state. There are numerous issues on the table. With respect to rail safety, our government has taken action. In fact, we have moved forward with putting in place a number of legislated and regulatory directions to ensure that rail transportation in this country is safe.

Rail Service Resumption Act, 2015  Mr. Speaker, our government has been very clear. The economy is extremely important. It is in fact our top priority. These parties have been given ample opportunity. As I mentioned in my speech, starting as early as November and December of last year, both parties were provided assistance, conciliators and mediators through the Federal Mediation and Conciliatory Service, to come to a negotiated agreement that both parties could live with on their job sites.
