Community Support in Surrey  Mr. Speaker, I would like to take this opportunity to recognize some of the outstanding individuals and organizations in Surrey who have been helping members of our community get through these challenging times. I say thanks to all the front-line workers for their tireless work; to the staff at Surrey Memorial Hospital, with one of the busiest ERs in North America; to the unstoppable philanthropist Manjit Lit, who donated $100,000 to the Surrey Hospitals Foundation; to the SPARK Foundation for providing care packages; to SurreyCares for providing funding grants; to the Guru Nanak Food Bank for food boxes; to Bhupinder Hothi at Taco Del Mar, Goodrich transportation, Channel Punjabi and the Aria banquet hall for providing meals to front-line workers; and to all the volunteers who have sewn thousands of masks for the most vulnerable and needy.

Judges Act  Madam Speaker, it is an important issue. I believe law societies, including the Law Society of British Columbia, have created initiatives, though it may not be mandatory. It could become part of the CPD requirements annually for someone to maintain their licence at the bar, but these types of initiatives must be encouraged and brought about across the country.

Judges Act  Madam Speaker, concerning whether there are repercussions for judges who do not act in accordance with that training, it is not in this act. However, I think there are other judicial mechanisms under review by the chief justices who have the ability to take such actions. It is a very cumbersome process, but that is something that will probably have to be modified in a much broader case.

Judges Act  Madam Speaker, yes, this bill has been debated and dealt with in committee. It was stalled in the Senate. It was surprising to many of us on the government's side that a bill initiated by one of their own members, the interim leader, be stalled and delayed rather than having swift passage.

Judges Act  Madam Speaker, I will be sharing my time with the member for Pickering—Uxbridge. I am pleased to contribute to today's second reading debate of Bill C-3, an act to amend the Judges Act and the Criminal Code, which aims at ensuring all newly appointed provincial superior court judges participate in continuing education in sexual assault law and social context.

Resumption of Debate on Address in Reply  Madam Speaker, I will be frank. I have not looked at the legislation as it pertains to that or that situation in particular. I thank the member for raising it. I will definitely look into that in greater depth and detail. However, I am sure our Minister of Justice and others are looking into that and ensuring their actions are taken as they are and not out of context.

Resumption of Debate on Address in Reply  Madam Speaker, it is the entrepreneurial spirit of Canadians that has built Canada. It is the entrepreneurs in small and medium-sized businesses and Canadians who have stepped up in this pandemic, whether it was to make PPE, to help neighbours or to help those who were quarantined by getting them necessary supplies, medicine and food.

Resumption of Debate on Address in Reply  Madam Speaker, there is a lot of work to be done on the indigenous file. We have done a lot in the last five years, whether it was for language or water advisories. I think there are only five or so water advisories remaining, and over 140 have been taken away. However, there is a lot more work to do.

COVID-19 Emergency Response  Madam Speaker, in my urban community of Surrey Centre, we have seen the impacts of COVID-19 that have reached some of the most vulnerable Canadians, those living without a place to call home. Our government took quick action at the beginning of the pandemic to ensure that cities and non-profits had the resources they needed to keep homeless Canadians safe during this challenging time.

Canada-United States-Mexico Agreement Implementation Act  Mr. Speaker, first, I want to correct my hon. colleague in terms of the consultation period. I was part of that study and heard over 10 witnesses speak. One of the common themes was that virtually everyone said that their industry was represented in these renegotiations. They said they were heard.

Canada-United States-Mexico Agreement Implementation Act  Mr. Speaker, I think the answer is yes. I think that former leaders of that party were part of the actual negotiation. The former leader was part of it and a former prime minister has been quoted saying it is a really good deal. Let me quote what some of the other Conservative premiers in this country have said, such as, “A signed USMCA trade deal is good news for Saskatchewan and Canada."

Canada-United States-Mexico Agreement Implementation Act  Mr. Speaker, it is with great pleasure that I am here to discuss the benefits that the Canada-United States-Mexico agreement will bring to Canadians. Over the last few weeks, my colleagues and I on the international trade committee had the opportunity to hear from over 100 witnesses from across industries and from across the country as part of our study on Bill C-4.
