Health  Mr. Speaker, health care costs are one of the things we have all been concerned about in the country. That is why, as a government, we have launched initiatives to look at pharmacare and how we make health care more affordable to Canadians, whether they live in the north or the south.

An Act Respecting First Nations, Inuit and Métis Children, Youth and Families  Mr. Speaker, I want to thank the minister for all her work on this bill. It is signature legislation in Canada. It has been asked for by indigenous governments and indigenous communities for many years. I can understand why the opposition would like to delay this even further, because for 10 years, the Conservatives had no action on this file and on delivering for indigenous children in this country.

Labrador Winter Games  Madam Speaker, I am proud to rise today to congratulate the athletes, volunteers and sponsors who made the Labrador Winter Games a true success. The games have been a premier event in Labrador since 1983, and I have fond memories of my times competing as an athlete and of being a spectator.

Spanish Influenza  Mr. Speaker, today I rise to recognize another tragedy in our history. One hundred years ago, the Spanish influenza swept across the world. It was especially devastating to the people of Labrador. The Inuit communities of Sandwich Bay, Lake Melville, Hebron and Okak were left decimated by the pandemic.

Inuit Day  Mr. Speaker, I am proud to be an Inuit member of Parliament and along with the member of Parliament for Nunavut and all colleagues in the House, we are excited today to mark the 12th annual Inuit Day and celebrations of Inuit around the world. On this day, Inuit governments, organizations and communities alike, both on a national and international level, celebrate the rich culture and vibrant history of Inuit in the world.

NunatuKavut  Mr. Speaker, I am proud of our government's commitment to the rights and recognition framework for indigenous people in Canada. In August of this year, history was made in Labrador when the Government of Canada announced that it would enter historic talks to recognize the indigenous rights and self-determination of the NunatuKavut people.

Sisters in Spirit  Mr. Speaker, today, here on Parliament Hill and all across the country, vigils are being held in memory of missing and murdered indigenous women and girls. I invite all Canadians to observe a moment of silence today on the occasion of Sisters in Spirit vigils, which have been taking place since 2006.

Indigenous Peoples Day  Mr. Speaker, I rise today to recognize June 21 as Indigenous Peoples Day. National Indigenous Peoples Day is a day to celebrate and recognize the ongoing contributions of first nations, Inuit, and Métis peoples throughout Canada. This year, Canadians across the country will celebrate and acknowledge the rich culture, heritage, and contributions of indigenous peoples, and what they have contributed to our country, Canada.

Mining Industry  Mr. Speaker, yesterday, history was made in my riding as nickel producer Vale announced the first underground mine for Labrador. The company started the open-pit mine 16 years ago and has two successful impact benefit agreements with the Innu Nation and the Nunatsiavut Government.

National Security Act, 2017  Mr. Speaker, what I said was that much of the legislation we were dealing with was written in the 1980s. If we go back through the previous legislation, members will see that many of those things were on the books as they related to national security and intelligence in the landscape of Canada.

National Security Act, 2017  Mr. Speaker, maybe I can best speak to this by quoting the experts from the University of Ottawa and the University of Toronto, who said that this is the biggest reform of Canadian national security law since 1984 and the creation of CSIS. We have needed this for a while. They said that there “are solid gains—measured both from a rule of law and civil liberties perspective—and come at no credible cost to security”.

National Security Act, 2017  Mr. Speaker, I want to thank my hon. colleague from Winnipeg Centre for his question and for his remarks on this bill, which were very comprehensive. It goes without saying that this bill is our way of keeping our promise to Canadians to fix Bill C-51, which was brought forward by the Harper government and has been problematic in many ways.

National Security Act, 2017  Mr. Speaker, I am pleased to speak today to the bill. Bill C-59 is legislation that our government committed to prior to the last election. It came from a very disconcerting perspective that Canadians had with regard the legislation passed by the former government, Bill C-51. Bill C-59 would enhance Canada's national security, while safeguarding the values, rights and freedoms of Canadians.

Impact Assessment Act  Mr. Speaker, I want to thank the minister for all her work in leading on the bill. It is long overdue that we modernize the environmental assessment process via the proposed impact assessment act and the other acts we are speaking to today in the House. It is important to point out, and the minister has said this many times, that we in Canada today are supporting a lot of large-scale development projects, whether in mining or other natural resource sectors, hydro development, or pipelines, and we are going to continue to do that.

Budget Implementation Act, 2018, No. 1  Mr. Speaker, one thing I can say for certain is that I have lived the terrible tragedy of what happened to so many steelworkers in my riding when Cliffs Natural Resources pulled out and left many of them losing up to 25% of their pension and health care benefits. That is wrong and should not be happening in our country.
