Industry committee  I think what the minister was saying was that since 2009 and that recessionary period, the Canadian economy has done well in job recovery. That's a fact. I think questions were raised about full-time versus part-time elements at play, and even on the full-time side we have seen steady increases every year since 2009.

I think it is very important to recognize that attracting new investment from large companies in the auto sector remains an important challenge for Canada, an opportunity. A big part of what we need to do in supporting the auto sector is to reinforce, if you like, the supply chain and the linkages between the small and medium-sized firms with those larger firms.

We are moving forward, particularly on vote 10, the grants and contributions, to allow for future expenditures in these areas.

Industry committee  Yes, I can. It's true. Two years ago the Canadian Tourism Commission made a specific decision to focus on emerging markets. For example, the growth in China in terms of visitation is significant. Indeed, other markets, which would include India and Brazil, for example, might really change the numbers in terms of annual visits to Canada from other countries.

Industry committee  The short answer is yes. What we actually do in the department, from a tourism perspective, is run what we call the interdepartmental tourism strategy. We regularly bring together all the departments that touch the tourism area. I think that's one of the challenges, in effect, in managing tourism, that CBSA, Immigration, and all of them play roles affecting tourism.

Industry committee  Genome is actually funded under three different mechanisms, Mr. Chair, via a grant, a statutory contribution, and a voted contribution. This year there's a decrease in the mains that derives from overlapping funds from previous budget announcements. I won't go into the details. I can provide those details to you, but basically there were changes in Budget 2008, Budget 2010, and Budget 2012 that created this fluctuation.

Industry committee  I believe that's correct. The fluctuations are really based on Genome's cashflow requirements. Specifically, in budget 2008 there was a minus $0.2 million drop; in budget 2010 there was a $7.3 million positive increase; and then in budget 2012 there was a drop of $15 million, which I think gives you the number you quoted.

Industry committee  The approach that we're taking here, as we've indicated, is that in the areas that we're talking about they are extremely limited and very specific. We referred earlier to the four tests. Let me talk a little more about those because I think they're relevant to the question you just raised, which is, specifically, that the sharing of information between companies cannot occur unless there truly is evidence of a real investigation, say, for example, with respect to fraud.
