Business of Supply  Madam Speaker, I think we can all agree that the government's criteria for the summer jobs program were vague. A number of organizations ended up feeling excluded. Does my colleague agree that all organizations must comply with the Canadian Charter of Rights and Freedoms, which includes women's rights and LGBTQ rights, and that these rights are non-negotiable?

Business of Supply  Madam Speaker, I would say that the Liberals were very vague with respect to the criteria for applying to the Canada summer jobs program. Consequently, many organizations believed that they would be excluded, which was not and should not be the case. All we want is for those organizations that apply to comply with the Canadian Charter of Rights and Freedoms and, above all, to respect women's rights.

Business of Supply  Madam Speaker, it makes me laugh to see how partisan the Liberals can be. Yes, they doubled the amount and that is significant. However, as I said in my speech, they are asking us to give fewer weeks to every young person who gets a job. It is absurd. They are positioning themselves to boost their numbers so that they can brag at the expense of our young people, who will get jobs for shorter periods of time and will not gain as many skills as they would in 12, 14, or 16 weeks.

Business of Supply  Madam Speaker, like my colleague from Saint-Hyacinthe—Bagot, I will be opposing this Conservative motion, because, by implication, it calls into question the Canadian Charter of Rights and Freedoms to some degree. As we have heard repeatedly in the House, we have been subject to the charter for 35 years, since 1982.

Business of Supply  Madam Speaker, I think we can all agree that the Liberals' criteria were confusing from the outset. It was so confusing that we received many phone calls and emails in our ridings from religious groups and others asking what was going on. We had to clarify and explain the situation.

Status of Women  Mr. Speaker, the Liberals talk non-stop about being a feminist government but will not put their money where their mouth is. Once again there is a proposal in the budget for a legislative framework to ensure pay equity, but there is no money to back it up. None. For years, women's groups have been calling for a universal child care system, affordable housing, and shelters for women who are victims of violence.

Impact Assessment Act  Mr. Speaker, I have a two-part question about transparency. The Liberals got themselves elected because they promised transparency. They introduced a bill that is over 360 pages long. We debated the bill for about three hours, and now they are limiting the time we can spend debating it.

Impact Assessment Act  Madam Speaker, I am quite taken aback by the time allocation motion moved this morning. It is ridiculous that we are being muzzled after only two hours of debate on this bill. This document is over 350 pages long and amends 36 pieces of legislation, as my colleague said. The Liberals are saying there has been adequate consultation.

Petitions  Mr. Speaker, I have the honour to present a petition signed by more than 1,000 people in my riding, especially in and around Soulanges. Given that more than 80% of Canada's original wetlands have disappeared and that global warming is increasing, the importance of protecting wetlands is becoming very clear.

Business of Supply  Mr. Speaker, I have a great deal of respect for my colleague, who is always passionate about these issues. We are talking about veterans and I find it ironic that the Conservatives, who closed nine regional Veterans Affairs offices, are criticizing the Liberals for not doing enough.

Fisheries Act  Mr. Speaker, I have asked my Liberal colleagues the same question several times. The third recommendation in Commissioner Cohen's report indicates that the Government of Canada should remove from the Department of Fisheries and Oceans’ mandate the promotion of salmon farming, because when farmed salmon are discharged into the ocean, they infect wild salmon with a virus and end up harming marine biodiversity.

Fisheries Act  Mr. Speaker, according to the Cohen Commission's third recommendation, Fisheries and Oceans Canada is violating its mandate and should stop promoting salmon farming as an industry, since viruses are contaminating the fish, which then contaminate wild salmon, which then contaminate the entire food chain and destroy marine biodiversity.

Fisheries Act  Madam Speaker, does my colleague think that the Minister of Fisheries and Oceans should not have too much discretionary power and should instead make decisions based on facts and science? In the previous Parliament, we had problems when the government muzzled scientists. Now, this government is saying that it is important to make science-based decisions, but there is nothing in the wording of the bill to say that the decisions must be based on science.

Fisheries Act  Madam Speaker, I thank my colleague for his very informative speech. It did however worry me a bit, because he mentioned that the salmon farming industry does not care that the salmon carry viruses and continue to infect other wild salmon. The industry seems to be self-regulating and the Department of Fisheries and Oceans is aware of what is happening, but the government is not taking any real action.

Canada Elections Act  Mr. Speaker, my colleague is absolutely right. When do we ever see all the opposition parties in the House of Commons agree on how to give a voice to Canadians? We can count on one hand the number of times the opposition parties have all agreed to give the public the opportunity to have a say.
