We know this continues to be a difficult time for many and we will continue to be there. No one is required to make repayments at this time and we are actively looking at options to support Canadians who may in fact be determined ineligible.

COVID-19 Emergency Response  Mr. Speaker, when Canadians needed support the most, the CERB was there to help over nine million people pay their bills and support their families. It was there to support workers who were unable to work because of COVID. If an applicant was over 15 years old and met all the other criteria, yes, they were able to receive the benefit.

We have spent the last five years modernizing EI, giving parents a choice between 12 and 18 months of parental leave, but we recognize that because of COVID-19, many parents have not been able to accumulate the hours they need.

Certainly this pandemic has highlighted specific challenges in the EI system, particularly as it relates to supporting parents, and mothers in particular.

Government Programs  Madam Speaker, we know that Canadians expect and deserve an EI system that is flexible and responsive to their needs. Since 2006, the Province of Quebec has provided maternity, parental and adoption benefits to its residents. We have an agreement with the province for other EI benefits.

Our government will continue to make significant investments in students and young Canadians. To help students get through this difficult time, we put in place a six-month moratorium on student loan payments, helping over a million young Canadians.

In situations where schools are closed for an extended period of time due to COVID-19, workers who have to take care of a child under the age of 12 or a family member who needs supervised care would, of course, be able to receive the Canada recovery caregiving benefit.

COVID-19 Emergency Response  Mr. Speaker, I am a little baffled, to tell members the truth. I can tell members that filing one's taxes is not an eligibility criteria for CERB. Someone has to have earned $5,000 in the last 12 months or last year. It very much could have happened that people earned it over two tax years.

They may have earned that $5,000 in this tax year. They could have earned it in January or February of this year. Of course it would not be shown on last year's tax filings.

Yes, Canada student loan payments resumed this past week, but we are really emphasizing to students that they have access to the repayment assistance plan, if they are still struggling.

Yes, it took a long time, way too long, to get the payment out to individuals with disabilities.
