Business of Supply  Mr. Speaker, Ján Kubiš, the Special Representative of the UN Secretary-General for Iraq, told the UN Security Council that more than 50 mass graves have been discovered so far in several areas of Iraq, and that ISIS is continuing its atrocities against women and children. I am glad to hear that Canada has called for an investigation.

Business of Supply  Mr. Speaker, just as my colleague stated, the Convention on the Prevention and Punishment of the Crime of Genocide Canada signed as a signatory on that document. It states very clearly that we are required to prevent and punish actions of genocide. I would like my colleague to speak to our obligation and duty to protect these people.

Business of Supply  Mr. Speaker, I do not think that there is any doubt in anyone's mind. The UN special representatives in Iraq are there on the ground. They have uncovered up to 50 mass graves. They are doing due diligence on the ground. They have seen and photographed and documented a lot of the atrocities that have occurred.

Business of Supply  Mr. Speaker, I would agree 100% with my colleague. The atrocities that are going on right now with ISIS absolutely have to be addressed. We need to get out there. We need to do whatever we can, but there are also other things that are going on as the member well pointed out. There are governments that are perpetrating barrel-bombing on their residents.

If all that comes out of everything I said, with respect to the atrocities that have been committed and Canada's obligation as a signatory on the genocide convention, is for me to clarify a word and wordsmith what the Vatican said, I am deeply offended.

Business of Supply  Mr. Speaker, I will be splitting my time with the member for Charlesbourg—Haute-Saint-Charles. I rise in the House today to speak to and support a motion that calls on the Liberal government to agree that ISIS is responsible for crimes against humanity aimed at groups such as the Yazidis, Shia Muslims, Christians, and other religious and ethnic minorities in Syria and Iraq; utilizing rape and sexual violence as a weapon of war and enslaving young girls and women; targeting gays and lesbians, who have been tortured and murdered; and, as a consequence, the House strongly condemns these atrocities and declares these crimes as genocide.

National Strategy for Alzheimer's Disease and Other Dementias Act  Mr. Speaker, I rise in the House in support of Bill C-233. The bill calls for the development and implementation of a national strategy for Alzheimer's disease and other dementias. We need to develop and implement concrete plans and actions to address the needs of those suffering from these diseases.

Budget Implementation Act, 2016, No. 1  Mr. Speaker, I was just riveted hearing about all of the programs and everything. However, I find missing from the budget the $3.4 billion for palliative care that was in the election plan. Palliative care was supposed to be one of the cornerstones of the Liberal platform. I wonder if the member would inform us as to where that money is coming from, why it was not in the budget, and why they broke their promise to Canadians?

Budget Implementation Act, 2016, No. 1  Mr. Speaker, I thank the member for a lot of that information on innovation. As a former CEO of a health-tech innovation foundation, I am glad to hear that the Liberals are continuing the great work that we started. Most universities have incubators, commercialization centres, and the network of clusters, from Halifax all the way to British Columbia and through North America.

Budget Implementation Act, 2016, No. 1  Mr. Speaker, I appreciate hearing about the member's community. I have a question with respect to the small business tax. We know that the Prime Minister said that small businesses are just a haven for the rich, and that the promise during the election was to reduce the small business tax from 10.5% to 9%.

Budget Implementation Act, 2016, No. 1  Mr. Speaker, I would like my colleague to comment on one thing. As we well know, during the election the Liberals promised $3.4 billion for palliative care. Yet it was not in the budget. Also, they voted down an amendment for those seeking assisted suicide to be informed about palliative care options.

Obviously in speaking about not funding infrastructure for 10 years, I am just wondering if the member realized that, number one, we led the G7 in investments in public infrastructure. I just wanted to know if he was aware of that.

Health  Mr. Speaker, I rise in this House today to bring awareness to an issue that has caused more than 1,000 deaths in Canada. Opiate overdoses will kill 800 people in B.C. this year, if the death toll continues at its current rate. In the first four months, 256 people have been killed, and a public health emergency has been declared in B.C.

Privilege  Mr. Speaker, I appreciate all the work that the Minister of Health has done and will continue to do and give this House her wisdom in all things. I listened to the Prime Minister's apology and I accepted that as being very heartfelt. Then I looked at the response of a number of the colleagues opposite, and there were hugs to him, handshakes, and pats on the back, as if he were a victim.

Criminal Code  Madam Speaker, I noted that my colleague spoke many times about palliative care, which I was very encouraged to hear. I know that it was not within the context of the budget, but the Minister of Health made mention of $3.4 million to be implemented into palliative care. I wonder if there is going to be an assessment and a benchmark as to what we have right now and where the gaps are in how we need to fulfill that.
