Infrastructure  Mr. Speaker, I am very pleased to have an opportunity to answer this question. Everyone is clear on the fact that the federal government allocated $1.2 to the project from the start. It did so in June 2018 when the Philippe Couillard government told Mr. Labeaume that Quebec could be ambitious and build a comprehensive transportation system with a $3.3-billion envelope.

Infrastructure  Mr. Speaker, I would like to remind my colleague that a budget of $5.2 billion has been allocated for public transit in Quebec. He will be happy to hear that Quebec is getting the biggest chunk of this public transit budget per capita, not including the $1.8 billion from the green infrastructure fund.

Business of Supply  Madam Speaker, I would like to clarify a few things. In budget 2016, we announced the expiration of the accelerated capital cost allowance for liquefied natural gas facilities. In budget 2017, we announced the elimination of certain tax credits related to exploration expenses in the oil and natural gas sector.

Business of Supply  Madam Speaker, the hon. member was so elaborate I thought he was starting a speech. I missed part of his question. I apologize for that. It was not intentional. The hon. member talked about the cost of living in Canada. I would say to him that there has never been a government that has done more to reduce inequalities, unlike the Stephen Harper government.

Business of Supply  Madam Speaker, there is no doubt that in spite of the previous Conservative government's total unwillingness to do anything to protect the environment or tackle climate change for a decade, there are Canadians and businesses across the country that have taken advantage of opportunities and decided to innovate and reduce their environmental footprint.

Business of Supply  Madam Speaker, I thank my colleague for his question. It is refreshing, compared to the Conservative Party motion before us today. The Conservatives are really sticking their heads in the sand when it comes to combatting climate change. I commend the NDP for its work on these issues.

Business of Supply  Madam Speaker, I want to thank the Conservative opposition for giving me and other members the opportunity to highlight the two different approaches that are before Canadians, between the Liberal government and the Conservative opposition. There are two different opportunities for the future.

Government Priorities  Mr. Speaker, it is my pleasure to remind the member that if he had paid close attention to a recent release from Statistics Canada, he would have seen that in the short three and a half years we have been in power, we have reduced poverty by 20% in Canada. If we talk about child poverty, it is 40%, through investments like the Canada child benefit, like investments in housing, like investments in vulnerable seniors.

International Trade  Mr. Speaker, the budget was presented over a month ago. Clearly, the Conservatives are making a desperate attempt to avoid talking about it. They are too busy talking about the Asian Infrastructure Investment Bank, which seeks to create greater inclusive prosperity around the world with investments from France, Germany, Australia, India, Italy and South Korea.

International Trade  Mr. Speaker, let me be clear. We are talking about $250 million over five years. About a year and a half ago, we announced our plans to join with France, Germany, the U.K., India and Australia on this initiative. We believe that organizations like the Asian Infrastructure Investment Bank, the World Bank and the International Monetary Fund are important multilateral institutions that contribute to global inclusive prosperity as well as Canada's prosperity.

Business of Supply  Madam Speaker, as usual, the member opposite is mixing up a number of issues to try to leave a certain impression. I think that is disingenuous. He wants to talk about tax evasion, aggressive tax avoidance and what our government is doing, when the fight against tax evasion was not a priority for a decade.

Business of Supply  Madam Speaker, I thank my colleague for the question. Anyone willing to believe the Conservatives on the environment is extremely naive. For 10 years they did nothing to reduce greenhouse gas emissions. They did nothing to fight climate change. In fact, the only thing they did was embarrass us when it comes to Canada meeting its international obligations on climate change and environmental protection.

Business of Supply  Madam Speaker, it is one thing to have targets and another to have a plan to reach them. That is what sets us apart from the Conservative Party, which never had a plan. The only plan they could count on to reduce Canada's greenhouse gas emissions was the 2008 financial crisis. Then there was the 2015 recession, into which they thrust us with their disastrous environmental and economic policies.

Business of Supply  Madam Speaker, in response to my colleague's question, I would say that it is important to note that in the case of this particular company, 75% of the funding comes from private enterprise. This will be like taking 50,000 cars off the road in Canada, which is something very concrete to reduce greenhouse gas emissions.

Business of Supply  Madam Speaker, I am very pleased to be able to participate in today's debate. I first want to reassure the House that in spite of what the opposition motion claims, our government is committed to strengthening the middle class and ensuring economic growth. Since coming to power, our government has ensured that this growth and prosperity are inclusive and benefit as many Canadians as possible, and it will continue to do so.
