Cost of Living Relief Act, No. 1  Madam Speaker, I was happy to hear my colleague say that we need well-structured programs. That is what the Bloc Québécois wants. We want to have permanent, targeted, well-thought-out programs. My concern is that, once again, it will be meted out sparingly. The funding will be scattered here and there.

Dieppe Raid  Mr. Speaker, in August, I had the honour of participating in a parliamentary mission to commemorate the 80th anniversary of the Dieppe raid. This operation, which is also known at the disaster at Dieppe, took place in France on August 19, 1942, in the middle of the Second World War.

Canada Disability Benefit Act  Madam Speaker, as we have said repeatedly, the bill's framework is sound. No one can be against doing the right thing, but many elements are missing. Here is my concern. We are talking about people with disabilities. Can my colleague reassure me that Ottawa will not interfere with provincial jurisdictions?

There is not much of a framework, and we are having a hard time seeing what the end result of all this will be, even though we support in principle what we see on paper.

Points of Order  Mr. Speaker, I believe that these technical difficulties are giving rise to an anti-democratic situation. We all decided that we would have a hybrid Parliament, meaning that members who are at home have the same rights as those who are here in Parliament. In this case, the Internet is not working for some NDP members, who are not receiving messages, and the system is also not working for some Conservative members.

Criminal Code  Madam Speaker, I thank my colleague for his speech. He knows I love him. We were on a 12-day mission together not long ago and I had a great time. We had some great discussions, but we could not get away from debating guns. We disagree, and that is just the way it is. I would like to know what he thinks about the Bloc Québécois's proposal to create a list of groups in our cities that stir up trouble with shootings all over the place.

The fact is that there are one million handguns circulating in Canada. That number increases by 55,000 every year. Criminal Code  Madam Speaker, we have heard a lot about Portugal's successful experience with diversion programs. We have not heard much about what happened in Switzerland. The Swiss tried a tough-on-drugs approach in the 1990s and it was a disaster. AIDS cases skyrocketed and drug houses appeared everywhere, among other issues.

Veterans  Mr. Speaker, Ottawa continues to let our veterans down, as the Auditor General confirmed in a report released last week. Francophones wait two to three months longer to access services. That is 21% longer. The Auditor General said, “I'm left with the conclusion that the government failed to meet a promise that it made to our veterans: that it would take care of them if they were injured in service”.

Criminal Code  Madam Speaker, I thank our colleague for his speech. He made a lot of references to safety. I do not think anyone in the House doubts the importance of safety. Montreal is going through some tough times these days. Does my colleague really believe that a person with mental health issues or a substance abuse problem is a safety threat?

Criminal Code  Madam Speaker, I have a question for my colleague. Is he aware that incarceration is completely ineffective in the case of minor sentences and especially sentences given to offenders with respect to drugs and drug use? There are no empirical studies that show that these prison sentences are effective.
